The Public Service Commission (PSC) is inviting applications from suitably qualified candidates for the position of Public Service Inspector. Key Responsibilities
- Inspecting service delivery in Ministries, Departments and Agencies (MDAs) and the Public Service Commission to assess efficiency and effectiveness.
- Validating Government projects and programmes and recommending interventions for improvement.
- Conducting periodic inspections of Government resources, assets and facilities to ensure proper utilization and maintenance.
- Inspecting compliance with Government statutes, policies, circulars and directives.
- Conducting systems audits to improve operational efficiency and effectiveness.
- Investigating complaints raised by citizens and stakeholders against members of MDAs and the PSC.
- Assessing client readiness, responsiveness and accountability within the public service.
- Investigating cases of corruption, policy violations and regulatory non-compliance.
- Advising MDAs and the PSC on performance gaps and recommending corrective measures.
- Conducting Personnel Performance System validation in collaboration with the Performance Management Unit.
Requirements
- A Bachelor’s Degree in Monitoring and Evaluation, Project Management, Performance Management, Economics or a related discipline.
- A Master’s Degree in the above-mentioned fields will be an added advantage.
- At least two (2) years of relevant professional experience.
- Experience in compliance monitoring within the public or private sector is an added advantage.
- Knowledge of internal control systems.
- Understanding of quantitative and qualitative research and analytical methods.
- Proficiency in data collection, management, analysis and visualization software, including MS Excel, Open Data Kit and SPSS.
- Ability to conduct investigations, including knowledge of acceptable investigative practices and interviewing techniques.
- Strong analytical, organizational and multitasking skills.
