Project Accountant: We Effect

Purpose of the position
To ensure high quality financial administration of the Transforming the Zimbabwe Dairy Value Chain for the Future Action. This includes financial management of the Project; liquidity management, budget preparation and review; audit management; asset management; and capacity building of Partners. The Project Accountant is expected to ensure full compliance to the terms and conditions set out in the Grant Contract with EU including the special conditions and the Annexes in terms of financial administration and reporting of project funds.
Main responsibilities
Check eligibility of all payments in the Project in accordance to We Effect and EU guidelines and instructions and prepare payment vouchers for approval by the Project Coordinator; Monitor, receive, review and process monthly financial reports and requisitions from Partners; Prepare monthly consolidated project accounts and monthly reconciliations of Project clearing account, bank account and petty cash and submit to the We Effect Financial Controller; Prepare and submit monthly financial reports to the Project Coordinator; Prepare and submit requisition of funds (amounts requested by Partners and We Effect Project staff) to the We Effect Financial Controller on agreed terms and facilitate the timely disbursement of funds requests to Partners; In close collaboration with the Project Coordinator and Partners facilitate annual budget preparations; Monitor utilization of the project budget and in close collaboration with the Project Coordinator, and Partners, prepare budget revision proposals with justifications; Monitor and evaluate the adequacy of internal control systems within the Project; In close collaboration with the We Effect Financial Controller, ensure that verification and annual financial audit contracts are signed in time, audit deliverables are produced as per contract, management report issues are adequately responded to and verification audit reports in support of payment requisitions to EU are submitted in time; In liaison with the Logistics/ Procurement Officer initiate procurements in accordance with EU and We Effect procurement guidelines; Ensure that items are registered in the asset register and ensure that the asset register is updated regularly to reflect the correct location and condition of the asset; Ensure that office equipment and vehicles have a regular maintenance schedule in place and followed and that there is adequate insurance cover for project assets; Ensure that there is sufficient documentation for assets bought on behalf of the Partners and transfer of assets are conducted in accordance to We Effect and EU guidelines; Ensure that Partners are provided with and have common understanding of financial reporting guidelines and instructions; Provide partner organisations with capacity building in the development of financial and internal control systems; Prepare periodic plans and activity reports as may be required by the We Effect management; Attend We Effect staff meetings; Carry out any other duties assigned by the Project Coordinator.
Qualifications
Degree in Accounting/Finance and membership to a professional body e.g. ICAZ/ACA/ACCA; At least 10 years’ experience at supervisory or management level in an International NGO or similar and 3 years’ experience from financial administration of EU grants; Good knowledge about EU policies, procedures and requirements; Computer literate and able to work with Accounting software; Excellent written and oral communication skills; Clean class 4 driving license and ability to travel in-country.

Successful candidates will be engaged on an annual contractual basis to be renewed based on performance for a maximum period of four years and will be stationed in the We Effect offices at 221 Fife Avenue, Harare, Zimbabwe.
