Monitoring, Evaluation, Accountability and Learning Advisor (MEAL) LFSP: Practical Action

Practical Action, an international technology development organization head quartered in the United Kingdom and with offices in Asia, Bangladesh, East Africa, Southern Africa, Latin America and Sudan, seeks to fill this position in our Agriculture Systems and Innovation Department.

Team purpose
To improve food security and nutrition for the smallholder farmers using simple technologies, increasing their knowledge and access to markets.
Job purpose
Designing, planning and overall implementation of all MEAL activities ensuring that all activities and obligations are effectively and efficiently carried out.
Develop and implement a clear MEAL framework for the INSPIRE project and recommend any possible changes based on the lessons learned; Coordinate the designing of all baselines, midterm and end of project evaluations; Develop Monitoring and Evaluation tools, their revisions as well as data collection procedures; Set up an operational framework for collecting, analyzing and reporting project data to support project evaluation; Oversee and guide the preparation of the LFSP Results Framework (RF); Periodic review of the IPs Risk Frameworks; Setup a framework for community Participatory Impact Monitoring systems (PIM); Work with partners and other stakeholders to ensure that MEAL obligations are met; Support all consultants doing MEAL functions and ensure that all assignments by the consultants are carried out to high standards; Preparation and submission of weekly, monthly, quarterly, annual and adhoc programme reports; Prepare programme implementation plans together with Advisors and field teams and give guidance in proper implementation of the MEAL components of each project; Consolidate findings from different surveys/ studies and package accordingly for different stakeholders; Document and publishing of case studies and most significant change stories including dissemination project experiences; Coordinate in organizing of lessons learnt workshops/reviews and program work plans with partners and stakeholders at consortium level; Oversee the performance management responsibilities for all MEAL team members; Contribute to the development of proposals; Advise HR on the recruitment of staff, and in the identification of capacity building needs for the programme teams, and organize relevant trainings/mentoring programmes /exchange visits to build expertise within the team; Ensure time sheets are completed monthly and submitted to finance team; Advise on project vehicle requirements where necessary; Adhere to all finance and compliance procedures and requirements; Manage MEAL component budgets and ensure they are fully spent out and submit funds requests on time.
Key qualifications
A degree in social sciences with recognized M&E training including capabilities in appropriate computer packages such as SPSS; A master’s degree in Development Studies is an added advantage.
Key competences
Conversant with monitoring and evaluation tools and approaches; Computer literate (MS-word, excel, E mail, Epi info, database packages); Analytical and strategic planning skills; strong organizational skills and an ability to plan projects and timetable activities; Excellent oral and written communication skills, ability to work well with others; Demonstrable understanding and experience of cross cutting issues i.e. HIV/AIDS, gender equity issues, environmental management, Child Protection and their relevance to humanitarian response work is an added advantage.
Essential
Ability to train others in the use of participatory methodologies; Good communication skills – both written and verbal; Ability to work under pressure and with minimum supervision; Proven MEAL experience with evidence of effective delivery of agreed results to expected standards within time; Strong analytical and conceptual thinking; Commitment to Practical Action’s working culture (inspiring, dynamism, connectedness, learning, creativity, getting the job done); Commitment to Practical Action overall aims, policies and experience of promoting gender equity, diversity and the interests of marginalized people in all aspects of Practical Action’s work; Willingness and ability to meet deadlines.
Relevant Job Experience
At least three years’ experience in implementing food security and livelihoods projects; At least three (3) years relevant monitoring and evaluation experience preferably in international NGO environment; A good experience working relationship with communities; Experience in managing teams; Class 4 Driver licence
