Field Officer: Community Based Microfinance Institutions (CBMFI) SAL: Practical Action

Practical Action, an international technology development organization head quartered in the United Kingdom and with offices in Asia, Bangladesh, East Africa, Southern Africa, Latin America and Sudan, seeks to fill this position in our Agriculture Systems and Innovation Department.

Team purpose
To improve food security and nutrition for smallholder farmers using simple technologies, increasing their knowledge and access to markets.
Job purpose
Responsible for providing guidance to effectively develop, promote, integrate and expand savings and credit, overall coordination of CBMFI activities in Mutasa District. Lead in technical backstopping to the district project teams and ensuring the ISAL methodology is strictly adhered to and implemented in the agreed approach.
Implementing the Internal Savings and Lending (ISALs) methodology, facilitating market surveys and linkages, linking ISAL groups with Formal Financial Institutions; Training district INSPIRE staff, MAMID, SMEs & MWAGDC officers on the ISALs methodology, Selection Planning and Management of IGAs (SPM) and financial literacy; Technical backstopping to INSPIRE staff and partners on structures for mobilisation, group formation, savings, lending and loan recovery using the Internal savings methodology and community based trainer’s model; Training of Community Based Trainers (CBTs) on the ISALs methodology, Selection Planning and Management of IGAs (SPM) and financial literacy; Provide inputs in the design of training modules and implementation models for staff, partners and CBTs; Mobilising and technical backstopping of CBTs in facilitating ISALs, second tier ISALs and SACCOs, all wards to scale up savings and credit programming and delivery of high quality trainings; Mobilizing farmers into new ISAL groups and training of these groups with the assistance of MAMID staff and community based trainers; Monitoring and mentoring clients of savings and lending in all wards and project activities related to community based micro financing (CBMFI) working particularly with the district MAMID, SMEs & MWAGDC staff ensuring that groups are monitored as per benchmarks; Monitoring performance of income generating activities in all wards; Organizing field days on ISALs and coordinating exchange visits to facilitate formation of new ISALs groups and SACCOs; Identifying and documenting sound practices, lessons learned and success stories; Checking and correcting database output from Data Capture Clerks and tracking performance of groups and timeously producing reports on a weekly, monthly, quarterly and annual basis; Providing guidance to Monitoring and Evaluation Assistants on the MIS of internal savings and lending groups; Contribute to the SAL quarterly and annual report
Key qualifications
Degree/Diploma in Agricultural Economics, Finance, Social Science, Business Studies, Commerce or any other related field.
Key competences
Practical skills in Participatory Market Systems Development, Rural Financing and ISALs methodologies; Planning, organizing coordination, documentation and analytical communication skills; Team work with conflict management skills.
Essential
High level of numeracy, Hughs and Savings Information Exchange (SAVIX) MIS, review and analysis with IT skills; Good communication skills – both written and verbal; Proven management experience with evidence of effective decision making, and critical focus on the delivery of agreed results to expected standards within time; Strong analytical and conceptual thinking and ability to understand complex issues and translate them into simple and workable action plans; Good organisational and personal management skills, with ability to prioritise work issues and respond quickly and accurately to queries and issues with strong attention to detail; Commitment to Practical Action’s working culture (inspiring, dynamism, connectedness, learning, creativity, getting the job done); Commitment to Practical Action overall aims, policies and experience of promoting gender equity, diversity and the interests of marginalized people in all aspects of Practical Action’s work; Willingness and ability to meet deadlines.
Relevant Job Experience
A minimum of 2 years’ experience in a similar role in the NGO Sector; Clean class 3 driver’s licence and riding experience
