PERSON SPECIFICATION
• A degree from a recognised university in Human Resources, Local Governance or a Social Science degree
• Diploma in Local Government or IPMZ is a must
• At least 3 years experience in a public sector environment
• At least 30 years old
• Good interpersonal skills
• A citizen of Zimbabwe
• A clean class(4) driver’s Licence
• Computer literate

DUTIES AND RESPONSIBILITIES
• Recruitment and selection of Council employees
• Administering staff disciplinary and grievance handling procedures
• Developing, implementing and reviewing of Human Resources policies in Council
• Administering the payroll
• Human Capital Planning
• Advising Council on labour I ssues
• Preparing the departmental budget
• Maintaining and updating the Council resolution book
• Preparation and distribution of agendas and notices of meetings for Council committees
• Managing the production of Council minutes
• Facilitating the formulation of policies
• Coordnating and providing secretariat to all Council committees
