Background
Ensuring Nutrition, Transforming and Empowering Rural Farmers and Promoting Resilience in Zimbabwe (ENTERPRIZE) is a multi-year program which started in 2014 funded by UK AID and managed locally by FAO. WVZ is one of the consortium leads under the Livelihoods and Food Security Project (LFSP) umbrella program managed by FAO in the country and provides leadership and management oversight over the various activities which are implemented by WV and other partners through the ENTERPRIZE program. The program also has a link with WVUK given the funding source. The program seeks to build on activities that enhance greater impact and sustainability. The program focuses on agricultural productivity and nutrition, market access and development for farmer groups and the enhancement of productive safety nets. WVZ works in partnership with other organizations as well as community based groups and the private sector.
NB: The appointment to this position is subject to the signing of grant extension with the donor
Purpose of the position:
The Consortium Team Leader is responsible for providing leadership and high level managerial and technical oversight for the WVZ led Enterprize program, the Agriculture Productivity and Nutrition (APN) Component of the UK AID funded, FAO managed Livelihoods and Food Security Project (LFSP).
Key Responsibilities
Leadership and program deliverables
• To provide overall leadership for the program and ensure it meets targets and set deliverables.
• Ensuring that the program is implemented according to its design, quality standards, and schedule.
• Providing Leadership in mitigating, monitoring and escalating issues to assure resolution of all operational, context/exogenous and performance risks.
• Ensure effective program implementation through ongoing donor engagement on programmatic performance and revisions in a timely manner.
• To cultivate a culture of collaboration and innovation to assure program delivery strategies achieve ambitious program targets and outcome level results.
• Overseeing the preparation of program reports, annual program budgets and quarterly financial forecasts, and monitor expenditures
• Ensuring strict donor compliant, implementation and management of the program.
• Ensuring issues that arise are addressed in a prompt manner.
• Working in close cooperation with the M&E Unit, assess progress towards intended outputs/ outcomes, identify and address potential risks and delays.
Consortium and sub-grantees management
• Leading the consortium and ensure each partner meets deliverables they are responsible and accountable for
• Ensure regular meetings of consortium program and technical leads meet as well as the consortium steering committee meets quarterly or as needed
• Ensure that the Consortium members are familiar with donor policies, procedures, guidelines, and reporting formats as they pertain to the program
• Convene and lead program steering committee comprised of the leadership of World Vision to govern the program, provide strategic guidance and budgetary and programmatic oversight.
• Providing strategic leadership and supervision of sub-grantees and contractors
• Managing sub-grantees performance and program deliverable in their areas of operation.
Financial Management
• Manage program budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUK contract management contacts.
• Develop and apply risk mitigation strategies to monitor and adapt to contextual and other operational, financial and technical risks
• Ensure the timely and appropriate negotiation of programmatic and financial revisions and adaptations, involving key stakeholders.
External Engagement and Relationship management
• Develop and build linkages with other (external) organizations and other WV offices that contribute towards the effective delivery of program goals
• Provide annual Business Plan and monthly reports to the donor and other key stakeholders
• Build the recognition and reputation of Enterprise grant among stakeholders including government, peer organizations, and donors and develop the capacity to effectively communicate of World Vision Zimbabwe’s value proposition as a partnerRegular engagement with FAO (fund manager), including reporting issues that need to be reported as per expectations.
• Engage as needed with the WVUK point person as per expectations
• Engaging regularly with consortium member leads and regular updates with the WVZ Country Director
• Attending internal and external meetings as needed in liaison with Country Director
Human Resources Management and Capacity Building
• Develop and maintain an adequate human resource plan for the program in consistent with WV policies, donor requirements and local laws.
• Ensure and invest in proper technical capacity of the program staff to manage complex projects.
• Motivate staff to work as teams and focus on strategic priorities in delivering results and maintain high level of productivity and standard of professionalism.
• Support the training and capacity development of ENTERPRIZE project staff and partners in the Consortium.
• Lead the knowledge management and utilization effort in ENTERPRIZE Grant
Learning and Innovation
• Ensure key learnings and success points from the program are documented and shared internally and externally as relevant
• Support WVZ in innovative operations research and programming interventions.
• Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation.
• Promote the replication of documented best practices among the Program offices.
• Disseminate and promote the utilization of key research and case studies.
• Support the documentation of lessons learnt and good practices and share them with the broader organization.
Qualification: Education/Knowledge/Technical Skills and Experience
• A degree, in Agriculture or Social Sciences, preferably in International Development or any related field. Masters’ Degree in a relevant discipline is an added advantage
• At least 10 years of progressive experience in dealing with multilateral and bilateral donors
• Experience in managing a Consortium or multi-partner program(s) is key
• Proven experience in managing a multi-sectorial agricultural livelihoods program
• Familiar with rural microfinance, extension and advisory services and climate resilient approaches for small holder farmers
• International work experience will be considered an asset
• Ability to engage with multiple stakeholders and manage complex relationships
• Ability to communicate at all levels.
• Position requires travel to the field 25% to 30% of the time. A clean class 4 driver’s license is required.
