The Food Security and Livelihood Specialist will operate in the Office of Humanitarian Assistance and Resilience (HAR) within the USAID/Zimbabwe Mission and be responsible for the proper, transparent application and use of United States Government (USG) emergency and development food security resources provided to Zimbabwe through World Food Program (WFP) and Non-Governmental Organization (NGO) partners.  HAR has one of the largest portfolios within the Mission and provides both humanitarian food assistance as well as development food security activities.  Primary objectives of the position will be to manage and monitor development and emergency food security programs; analyze and report on the food security situation across Zimbabwe; and represent the USG in food security meetings and discussions. The Food Security and Livelihood Specialist will also ensure that food security resources are being targeted and distributed effectively and equitably in order to combat hunger and malnutrition and address the underlying causes of food insecurity.  The position will be based in Harare but will involve extensive travel.  The incumbent should expect to spend a significant amount (40%) of time visiting project sites outside Harare.

Main Duties and Responsibilities 

  1. Manage up to $20 million annually in USG Title II development food security resources. This will require extensive project monitoring, both on-site and through close review of project activity reports, and follow-up to ensure high-quality project implementation. Close coordination with senior-level managers at implementing partner organizations required. Work closely with the Agreement Officer’s Representative (AOR) in Washington to ensure that development food security activities are implemented in accordance with USAID regulations and project award agreements. Regular reporting directly to the AOR will be required (copying relevant Mission parties). 40%
  2. Collect food security data from across Zimbabwe and provide food security analysis to USAID/HAR Office, USAID Mission Director, USAID/Washington AOR, and other interested parties including USAID/Office of Foreign Disaster Assistance (OFDA), and U.S. State Department.  Make recommendations for addressing food security concerns and work with HAR Team to develop response initiatives. Draft report briefings and cables as necessary.  20%
  3. Represent USAID in meetings with mid- to high-level United Nations (UN) staff, particularly with the World Food Program (WFP), the UN Children’s Fund (UNICEF), and the UN Food and Agriculture Organization (FAO). NGO engagement is also necessary at a senior level including with Chief of Parties and key NGO implementing personnel to discuss implementation of food security activities. Represent USAID to a wide range of Government of Zimbabwe (GOZ) officials including ministerial directors at the national level, Provincial and District Administrators, and representatives from multiple ministries at the management, technical and administrative levels.  Represent USAID among donors and in technical working group meetings around issues of food security. 20%
  4. Monitor and report on the targeting and distribution of emergency food assistance resources to ensure that food assistance is effectively reaching those most in need and is not being misappropriated, misallocated or misused.  20%


  1. Education:  A Masters degree in agriculture, nutrition, or a related field.
  2. Experience:  A minimum of five years of work experience in the implementation and monitoring of humanitarian assistance programs in Zimbabwe or implementation of livelihood activities.
  3. Language Proficiency: Level IV fluency in English and either Shona or Ndebele.
  4. Knowledge:  Knowledge of basic principles of food insecurity, malnutrition, and resilience and understanding of household targeting is required. Extensive geographic knowledge of Zimbabwe.
  5. Skills and Abilities: Demonstrated analytical skills; Ability to effectively communicate findings from field assessments, both verbally and in writing, and develop recommendations for address issues that arise from field visits; Skills in the use of basic word processing and spreadsheet software, including Microsoft Word and Excel.

The following factors are listed and will be the basis for evaluation of all applications.

  1. Technical Knowledge and Food Security Program Management Experience (40 Points)
  2. Experience in managing or implementing humanitarian and/or development food security activities in Zimbabwe.
  3. Demonstrated understanding of approaches to building resilience among vulnerable populations;
  4. Experience working on livelihood asset creation.
  5. Demonstrated understanding of community and household targeting for humanitarian assistance programming and modalities for humanitarian assistance.
  6. Demonstrated experience in collecting and analyzing food and/or nutrition security information in Zimbabwe;
  7. Experience in participation on food security assessments.

B.  Communication Skills (30 Points)

  1. Excellent verbal and written communication skills in English (Level IV) and Shona and/or Ndebele (Level IV).
  2. Demonstrated ability to provide high-quality verbal or written briefings or reports on issues related to food security, nutrition, agriculture, resilience-building, and humanitarian/emergency assistance.
  3. Demonstrated experience in providing high quality representation at food security meetings, workshops, or conferences with high-level donor, United Nations, and non-governmental organization officials.
  4. Demonstrated Teamwork (30 Points)
  5. Demonstrated ability to work with tact and diplomacy in a team environment and proactively work to achieve consensus on policy, project and administrative matters.
  6. Demonstrated ability to work independently as needed and with minimal supervision to contribute to overall team goals.
  7. Demonstrated ability to develop productive working relationships at many levels and establish a high level of trust among beneficiaries, other donors, government officials, and implementing partner organizations.
