JF Kapnek Zimbabwe is seeking a qualified and experienced WASH Technical Expert to provide technical oversight, quality assurance and verification support for borehole drilling and related water supply activities across its programme districts. Job Title: WASH Technical Expert Job Location: JF Kapnek Programme Districts, Zimbabwe Closing Date: 1 August 2026 Contract: Consultancy (As-needed basis / Level of Effort) The consultancy aims to strengthen the quality, sustainability and safety of water supply projects by ensuring that borehole siting, drilling, testing, installation and reticulation works meet required technical standards. Purpose of the Consultancy The WASH Technical Expert will provide independent technical advice, supervision and verification throughout the borehole and water supply delivery cycle. The expert will support JF Kapnek Zimbabwe in ensuring that contractors deliver quality infrastructure, water sources are safe and sustainable, and project investments provide value for communities, schools and Early Childhood Development (ECD) centres.

Key Responsibilities

  • Support technical evaluation and selection of borehole drilling contractors and WASH suppliers.
  • Review technical proposals, equipment specifications and drilling methodologies.
  • Provide technical recommendations to support supplier selection beyond cost considerations.
  • Act as a technical liaison between JF Kapnek Zimbabwe and contractors during project implementation.
  • Conduct or verify hydrogeological assessments and borehole siting activities.
  • Identify suitable drilling locations with potential for reliable groundwater supply.
  • Prepare technical reports outlining recommended locations, risks and supporting evidence.
  • Supervising drilling activities to ensure compliance with agreed specifications.
  • Monitoring drilling depths, casing standards and construction quality.
  • Identifying technical deviations and recommending corrective actions.
  • Preparing drilling supervision reports and verification notes.
  • Verify water quality testing processes and results.
  • Review yield and capacity testing reports.
  • Confirm whether completed boreholes meet safe drinking water and sustainability requirements.
  • Provide recommendations for acceptance or remediation where required.
  • Supervise pump installation and associated equipment fitting.
  • Verify functionality and suitability of installed systems.
  • Review and oversee water reticulation designs and installation works.
  • Confirm safe and reliable water distribution systems.
  • Verify supplier deliverables against agreed technical specifications.
  • Provide technical certification or verification notes before milestone payments are approved.
  • Support accountability and value-for-money assurance.

Requirements

  • A qualification in hydrogeology, water resources engineering, civil engineering, environmental engineering, WASH or a related technical discipline.
  • Demonstrated experience in borehole siting, drilling supervision and construction quality assurance.
  • Experience in water yield testing and water quality verification.
  • Practical knowledge of borehole drilling methods, casing standards, pump installation and reticulation systems.
  • Understanding of safe drinking water standards and sustainable community water supply systems.
  • Experience working with NGOs, schools, ECD centres, rural communities or development programmes is an added advantage.
  • Ability to prepare clear technical reports and recommendations for non-technical stakeholders.
  • Professional registration or membership with relevant technical bodies will be an advantage.
  • Strong technical independence and professional integrity.
  • Excellent field supervision and problem-solving abilities.
  • Strong risk identification and quality assurance skills.
  • Effective communication skills with contractors, communities and programme teams.
