General Description of the Project
In collaboration with the World Food Programme, GOAL Zimbabwe will carry out a Food for Assets (FFA) program in Chipinge. This project is aimed at establishing and/or revitalizing irrigation schemes, weir dams and dip-tanks. Working through communities, the program will introduce Watershed management, Climate Smart agriculture Training, Nutrition sensitive agriculture training, Village Savings and Lending Scheme (VSAL), Establishment of Asset Management Committees.
General Description of the Role
Reporting to the Project Manager, the Project Engineer will be responsible for providing technical guidance in the design, implementation, and certification of infrastructural projects for the Food for Assets Project.
Summary of Key Duties
Planning of asset creation activities by providing technical support to the Project Manager; Undertakes detailed feasibility study and pre-check surveys in conjunction with relevant government departments to determine scope of work (including person days, food, workers); Produces project design report for input into Terms of Reference for contractors and discusses with Project Manager for further guidance on action; Generates Bill of Quantities (BOQs), financial budget and technical design for the project; Supervises the contractor / communities during the project implementation; Carries out post-project survey and submits to the Project Manager; Facilitates handover of completed livelihood assets to communities and stakeholders
Person Specifications (Attributes and Qualifications)
A Degree in Civil Engineering/Agricultural Engineering or equivalent; 4-6 years’ experience in community projects engineering or related field; Experience with construction projects on previous Food for Assets projects; Knowledge of WFP donor regulations a must; Evidence of maturity and experience in working in community development programmes; A team player with exceptional interpersonal skills and dealing with stakeholders at district level; Ability to work under pressure, with minimum supervision.
