INTELLIGENT > INNOVATIVE > INTEGRATED Abt Associates Inc. currently implements the USAID-funded Africa Vectorlink Project, which seeks to reduce the burden of malaria in 23 African countries through cost-effective implementation of Indoor Residual Spraying (IRS).

The Vectorlink Project is currently seeking a qualified expert to provide procurement and logistics support for project staff, on a full time basis. This position will be based in Harare. A brief description of the logistics and procurement officer position is listed below. The logistics and procurement officer will be required to provide support in Harare and IRS districts that the project shall be operating.

To be considered, Under the supervision of the Finance and Administration Manager the logistics and procurement officer focuses on the procurement, inventory management and logistics functions of the project.

Specific duties and responsibilities include the following:

* Assist in planning logistics for meetings/seminar/trainings, providing the location and related materials.
* Supervise the maintenance of vehicles.
* Performing procurements, including evaluating quotes, preparing the bid analysis, giving recommendations after approval and requesting invoices.
• Ensure the proper use of goods, materials, and equipment at the office and warehouse.
• Control stock of office supplies.
• Assist drivers in the process of completing Timesheets, Travel Advance and Travel Expense Reports.
• Assist in security management of project assets and personnel.
• Manage the transport of goods to field sites.
• Management of the project’s inventory control system, including storage, quality control, inventory record keeping, and inventory reporting.
• Maintain and update monthly office and warehouse inventory lists.
* Directs and supervises the storage, distribution, and transport of IRS commodity goods and equipment throughout the operational areas including the retrieval process after the IRS campaign.
• Prepares the logistics and materials distribution plan prior to each spray campaign.
• Supervises warehouse and storekeepers, and organizes capacity-building interventions to elevate their skills.
• Manages the logistics for all project field activities, including spray operations, entomological activities, events such as trainings, workshops and meetings, etc.
• Prepares the seasonal worker transportation plan prior to each spray campaign.
• Check the process of filling in logbooks by IRS warners, 4×4 truck and lorry Drivers as well as tracking fuel usage.
• In collaboration with the Environmental Compliance Officer:
Ensures that all hearth and safety measures are in place and followed at all stores and operations sites.
Ensures the clearance and proper disposal of all waste material and excess items from project stores.
Helps to train drivers and warehouse consultant on environmental compliance issues.

Qualification requirements include the following:

• Bachelors Degree in Procurement/Logistics, Business, Management, Administration, or other relevant field.
• At least four (4) years of relevant professional experience, with significant experience in the procurement and logistics management of commodities.
• Demonstrated experience in procurement, warehouse/stores management.
• Excellent management, supervisory, organizational, computer, and writing skills.
• Fluency in English.
