Job Purpose
The position exists to initiate and implement human resources support strategies in order to attain CAAZ’s objectives through the attraction, retention, motivation and development of high calibre staff dedicated to outstanding performance.
Duties and responsibilities
- Articulating the Human Resources strategies, the business requires to achieve its vision and mission.
- Providing budget estimates covering human ; resources management, staff training and • development, salaries, welfare, and benefits for the employees.
- Staffing the business with high calibre experienced employees.
- Implementing the IRBM performance management system.
- Implementing the pay for performance systems.
- Advising on reporting relationships in the structure that cater for role clarity and ; accountability.
- Initiating human resources plans and integrating them into the business plans.
- Creating a harmonious environment between management and staff.
- Developing programs through which the vision and mission of CAAZ are communicated and commonly shared.
- Creating internal equity in the business through ; professional job evaluation.
- Keeping track of the trends in the market and ; position CAAZ in the market so that it attracts and retains high calibre staff to deliver results.
- Developing a corporate training plan that will , facilitate systematic management of the training function.
- Studying the trends of aviation training in order to keep CAAZ in line with the regional and global ! developments.
- Overseeing the transport management and registry function of the Authority.
- Ensure the integration of the quality management system requirements into the Human Resources Department’s business processes.
- Establishing and reviewing all operational procedures in the department.

- Job Application Details MINIMUM HIRING STANDARDS Education and Experience A university degree in Social Science. Postgraduate qualifications in Human Resources Management. A Legal qualification, IPMZ Higher National Diploma or MBA will be an added advantage. At least 15 years relevant working experience in human resources management with at least 10 years at senior management level. Other Requirements/Competences Business understanding and appreciation of human resources strategies in support of the business. Proven managerial ability with aptitude of effective analysis of the organisation's working conditions, work hazards and motivation. Must have a good understanding of industrial relations and its impact to the organisation. Must have good negotiating skills and be able to work with minimum supervision; Must be computer literate. Analytical thinking. Conceptual thinking. Team leadership.
