DIRECTOR – INTERNATIONAL RED LOCUST CONTROL ORGANIZATION

The International Red Locust Control Organization for Central and Southern Africa (IRLCO-CSA) has the following vacancy and invites applications from suitability qualified and experienced citizens of its Member States which are, Malawi, Mozambique, Kenya, Tanzania, Zambia and Zimbabwe.
The Organization whose Headquarters is in Ndola, Zambia undertakes surveys and control of locusts, arrnyworms and quelea birds and other migratory pests and conducts pertinent research in Member States.
The successful candidates will be based a t the Headquarters.

DIRECTOR

The Director is the Principal Executive Office r of the Organisation and ensures the discharge of the functio ns a t IRL CO-CSA.
JOB PURPOSE:
To manage the control of Red Locusts and other migratory pest outbreaks in the Central and Southern African region in order to prevent locust plagues and to restrict their migration so as to contribu to to sustainable food security.

MAIN DUTIES:

(a) Initiates, timely, the formulation of and reviews periodically, Red Locusts and other migratory pest management policies in orderto provide guidance to IRLC 0-GSA operations.
(b) Ensures the correct interpretation and effective implementation of the Organisation’s policies, in order to fulfill the Organisation’s mandate.
(c) Coordinates, effectively, the red locust and other pest control plans and programme in order to maintain IRLCO-CSAoperations.
(d) Ensures, timely preparation and submission of annual work plans and budget, and periodic financial and administrative progress reports; puts in place operational guidelines for the Organisation; and appraises the re levan to rgan s.
(e) Undertakes the timely provision of logistical and other support services to the Governing Council, Executive Committee and other Committees in order to facilitate smooth conduct of their business.
(f) Mobilizes, timely, the necessary resources for supporting the implementation of IRLCO-CSA work programmes.
(g) Liaises, effectively, with Member States, Governing Council, Executive Committee, other committees and other stakeholders in orderto promote the operation s of IRLCO-CSA.
(h) Manages, effectively, staff operations and utilization of other resources of the Organisation in order to ensure the attainment of the Organisation’s goals and objectives.

KNOWLEDGE AND SKILLS REQUIRED:

(a) Minimum Professional Qualification
Master of Science degree (MSc) in Agricultural Sciences preferably Pest Management with a bias in Entomology.
(b) Minimum RelevantJob Experience
Ten years, Post qualification research work in a related agricultural discipline, five of which should be a t senio r management level. Experience in locust control is an added advantage.
(c) Age: must be between 45 and 53 years old.

CONDITIONS OF SERVICE:

(a) Appointment is on contract for a period of48 months and renewable only once.
(b) Basic Salary is on Organisation’s scale R1- US$42,696 x972 – US $59,220 per annum.
(c) Gratuity of 25% of total emoluments is payable at the end of the contract.
(d) Salary and gratuity are free of tax.
(e) Education allowance for up to fourchildren below the age of 19 years.
(f) Medical attention is provided.
(g) Rent Free accommodation with basic furniture.
