Qualifications

  • A Higher National Diploma in Purchasing and Supply from a reputable institution
  • A qualification in ICT would be an added advantage
  • A minimum of 2 years’ experience as a Buyer
  • At least 25 years of age
  • Thorough knowledge of Public Procurement and Disposal of Public Assets Act
  • Excellent negotiation skills

Main Responsibilities

  • Planning of the Council’s procurement activities and ensuring that the annual procurement plan is in place
  • Coordinating routinely with council departments to ensure effective and timely coordination in the procurement  of goods and services
  • Providing guidance and direction by adopting the best procurement options available
  • Tender process management
  • Ensuring that the annual report is prepared and submitted on time
  • Leading the Procurement Management Unit
  • Producing periodic procurement reports
  • Preparing bidding documents in line with the law
