QUALIFICATIONS AND EXPERIENCE

• Reporting to the Town Clerk
• Degree in Accounting, Full professional accounting qualification such as Chartered Public Accounting, (CPA). ACCA, CIMA, or equivalent
• Proven minimum five years internal audit experience and sufficient exposure to Public Finance Good knowledge of public fund accounting including reporting requirement of development partners
• Developed skills in preparing annual Internal Audit Plans indicating the scope and timeliness of each audit in the annual internal audit
• Proven abilities to prepare internal audit reports detailing the overall institutional performance against the annual plan and to carry out effective monitoring and intervention when necessary.

DUTIES AND RESPONSIBILITIES

• Monitor accomplishments of the Local Authority’s established objectives and goals
• Review and appraise the adequacy and effectiveness of the systems of internal control
• Establish systems that ensure compliance with policies, plans, procedures, statutory requirements and regulations, which could have a significant impact on operations
• Review the means of safeguarding assets and as appropriate verifying the existence of such assets
• Appraise the economy, efficiency and effectiveness with which resources are employed
• Review the results of operation of programmes to ascertain whether results are consistent with the Local Authority’s established objectives
• Assess the adequacy of established systems and procedures Provide advisory recommendations to Council and Management on all matters of the Local Authority’s finance and asset management, programme implementation efficiency and any other relevant issues.
