VACANCY
The Council of the Zimbabwe Ezekiel Guti University (ZEGU) is inviting applications to fill the post of University Bursar. Reporting to the Vice-Chancellor, the incumbent shall be responsible for the safe custody and proper disposition of all University funds and assets. The position is strategic to the attainment of the University’s mission and goals. The individual should be a person of professional integrity, with a distinguished record of accomplishment in the field of financial management. The Bursar shall act as the Accountant of the University and shall be responsible for the safeguarding of its funds and, in accordance with the general directions of the Vice Chancellor, for authorizing its investments and expenditure. The Bursar shall be a member of the Executive Management team.
Duties and Responsibilities

Provide leadership and direction to the Bursary Department.

Managing all the financial affairs of the University including strategic planning, implementation of sound accounting procedures and treasury functions.

Ensuring adherence and compliance to laws, financial regulations and procedures.

Formulating, designing, reviewing and implementing sound and appropriate financial accounting policies and systems.

Being the University Financial Advisor.

Receiving on behalf of the University Council, grants subventions, revenues, gifts payable to the University and the sufficient discharge of the same.

Maintaining cash flow projections for the current and future years.

Reviewing and preparation of Final Accounts, budgetary estimates and cash flow reports.

Developing and managing annual budgets and performing periodic cost and productivity analyses.

Production of periodic management and financial reports as required by Management, the University Council and its Committees.

Planning, developing and implementing strategies for generating resources and revenue.

Interacting with supervising agents, internal and external auditors, participating in audit projects and providing information and access to accounting records as required.

Providing guidance to staff in the Bursary including Performance Management and Staff Development.

Establishing and maintaining a collaborative and effective working relationship with all staff.
Qualifications and Experience

Bachelor’s Degree in Accountancy.

A Master’s in Accounting or Business related degree.

Must be a Chartered Accountant (CA) or Chartered Certified Accountant (CCA) or a Registered Public Accountant with at least ten (10) years of accounting experience directly related to the duties and preferably in a University.

Five (5) years of the experience should have been in a senior management position.

Knowledge of computerised accounting systems/packages is a must.
