The Assistant Accountant provides financial and accounting support to ensure accurate financial records, effective financial controls, and compliance with applicable financial regulations, policies, and accounting standards. The role supports budgeting, financial reporting, and day-to-day accounting operations of the Authority.

Key Responsibilities

  • Assist in maintaining accurate and up-to-date accounting records in accordance with the approved accounting standards and policies.
  • Process and record financial transactions, including payments, receipts, journals, and accruals.
  • Maintain the general ledger and supporting schedules.
  • Timely and accurate capturing and posting of all financial transactions into the accounting system.
  • Ensure safe custody of all financial documents, such as payment vouchers and payment supporting documents.
  • Prepare payment vouchers, ensuring all supporting documentation is complete and properly authorized and budgeted for.
  • Verify suppliers’ invoices for accuracy, correctness, and compliance with procurement and financial procedures and tax laws.
  • Assist in monitoring expenditure against approved budgets.
  • Ensure expenditure items are posted into the correct expense codes and cost center.
  • Process payments as per the approved payment method, such as internet banking, electronic, and manual transfers.
  • Generate and provide POPs where necessary.
  • Process payments for staff travel and subsistence allowances and ensure adherence to the T and S policy.
  • Process and reconcile petty cash transactions.
  • Timely payments of all statutory remittances.
  • Timely and accurate billing of broadcasters and other clients for broadcasting licence fees as per the Broadcasting Services Act and SI 105 of 2022.
  • Maintenance of accurate and up-to-date debtors’ ledgers.
  • Receipting of revenue items and cash payments.
  • Timely banking of all cash receipts.
  • Follow up on outstanding debtors.
  • Prepare debtor schedules and reconciliations.
  • Ensure that the debtors’ accounts are always up to date.
  • Support the preparation of monthly, quarterly, and annual financial reports through the provision of supporting documents, computation, and posting of transactions into the accounting system.
  • Assist in the preparation of schedules for audits and provide support documents to audit queries as required.
  • Assist in the preparation of departmental budgets and budget performance reports.
  • Update the fixed asset register and inventory records.
  • Participate in the asset verification exercise and asset control systems.

Requirements

  • Bachelor of Commerce Honors Degree in Accountancy or equivalent from a reputable University is a prerequisite.
  • Full ACCA, CPA, CIS, or equivalent professional qualification is an added advantage.
  • Proficiency in MS Excel, PowerPoint, ERP systems, and financial reporting (IFRS compliant) is essential. Knowledge of the IPSAS reporting framework is an added advantage and highly recommended.
  • Strong attention to detail and ability to work within tight deadlines.
  • At least 2 years of experience as an Assistant Accountant or equivalent grade. Relevant experience in the public sector is an added advantage.
