Project overview
The proposed project aims to improve the resilience of vulnerable and marginalized communities (particularly women and youth) through increased incomes and strengthened environmental stewardship from the commercialization of non-timber forest products in Zimbabwe. This will be done through the provision of technical assistance focused on three key areas: (1) Increased production and supply of non-timber forest products; (2) Increased investments in local, regional, and international marketers; (3) Improved natural resource management.
Responsibilities
The Administration & Finance Manager (AFM) will support the Chief of Party (COP) in his / her responsibility for management of project administration, finance, accounting, procurement and human resources; S/he will be responsible for effective, efficient, and timely submission of financial reports and for ensuring that administrative, financial and contracting systems are functioning to support the project’s success; S/he will be responsible for oversight of a team of approximately 5 people who will be brought on board to support the operational management of the project; S/he also will work closely with the ECODIT Home Office (HO) Project Manager (PM), ECODIT HO Project Accountant, and other ECODIT support staff.
Financial management
Establish, manage, and evaluate the project’s internal financial and accounting controls to ensure prevention and detection of fraud and errors according to ECODIT and USAID standards; Manage procurement processes consistent with all relevant rules and regulations; Track financial and administrative performance of local subcontractors and grantees and maintain a clearly documented audit trail; Support the Chief of Party (COP) in analyzing and preparing budgets and financial reports, and monitor operations throughout the year to ensure adherence to budgets; Ensure timely and accurate processing of transactions, conforming to established accounting standards, Company policies and donor regulations; Prepare and monitor cash flow, advance requests, reconciliations, and Field Office inputs to monthly project invoices; Liaise with ECODIT HO accounting, finance, and HR staff as needed; Oversee financial audits of the program; Maintain close and ongoing communications with the project’s banking institution to ensure accounts and transactions are regularly monitored and balances verified; and Oversee the project’s petty cash account.
Administration Management
Implement and continuously improve operational systems, processes, and policies including management reporting, information flow and management, business process and organizational planning; As needed, support in-country registration and office setup; Manage recruitment and HR functions for the project in consultation with Home Office staff; Supervise and support project staff on interrelated compliance matters to ensure consistency with the company, regional, and donor rules and regulations; Ensure timely and complete vetting of vendors and supervise staff responsible for maintaining vendor due diligence documentation up to date; Ensure per diem, travel advance and other policies are strictly enforced; and Other duties as reasonably appropriate.
Qualifications
At least five years of experience in accounting or administration role with development projects financed by international donors (USAID experience preferred); Experience managing teams of 4-8 people; Demonstrated experience and familiarity with financial and administration best practices in Zimbabwe; A Bachelor’s Degree in Finance, Accounting, Human Resources, Organizational Development, Business Administration or a relevant topic and at least eight years of experience (Master’s Degree preferred); and
Strong English Communication skills (both verbally and in writing).
