ICT Manager: University of Zimbabwe College of Health Sciences – Clinical Trials Research Centre (UZCHS-CTRC)

Background
University of Zimbabwe College of Health Sciences – Clinical Trials Research Centre (UZCHS-CTRC) on behalf of I-TECH (International Training and Education Center for Health) is seeking suitably trained and qualified applicants to fill the position of ICT Manager. I-TECH’s activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. I-TECH is funded by PEPFAR through Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC). The contract is for ten (10) months effective 01 December 2018 to 30 September 2019 and is renewable annually subject to availability of funding and satisfactory performance.
Job Summary
The incumbent will have oversight on data collected, processed, stored, published and will also be responsible for the overall design and execution of the ICT infrastructure at I-TECH Zimbabwe, including identifying and meeting ICT performance standards and meeting data security, integrity and privacy requirements. The ICT Manager will be part of the core data governance team who will lead on executing elements of the data governance strategy, both directly and through the management of the ICT team in collaboration with other I-TECH Zimbabwe program members.
Responsibilities
Working with senior management and other I-TECH Zimbabwe departments to define program needs, provide ICT support, develop and adjust ICT plans to meet rapidly evolving program demands; Providing strong technical expertise, guidance and recommendations to achieve organizational objectives in a cost effective and efficient manner; Identifying and documenting current industry best practices in ICT governance, data security, deployment of solutions, support and device management; Formulating overall strategy and guidelines which inform on implementation and maintenance of all ICT infrastructure; Participating in budgeting and forecasting of all ICT expenses including procurement of new equipment, purchasing of consumables, licensing of software products and monthly payment of service providers; Managing the implementation of successful ICT plans and harmonizing all ICT initiatives and infrastructure across all awards; Establishing systems and processes that ensure the implementation and maintenance of best practices, including feedback loops for improvements and alerts to program team on any upcoming issues; Developing and collecting (in collaboration with other project team members) quality assurance and performance metrics for ICT implementations, such as usage of ICT tools, accuracy and timelines of data collection; Managing the ICT team and ensuring clear division and allocation of responsibilities across various projects; Preparing regular progress reports highlighting challenges experienced and proffering solutions on same; Attending program meetings regularly and making contributions on ICT related issues; Performing any other duties assigned by the Supervisor.
Qualifications and Experience
Bachelor’s Degree in Information Technology, Computer Science is a must and an advanced Degree in a related ICT field, project/strategic management is an added advantage; Minimum of 5 years’ experience in a management position and in developing, collecting and presenting ICT performance management data, user interface design, requirements gathering, and usability testing is preferred; Possession of ICT certifications including networking, programming and project management, data security and open data will be preferred; Strong experience in large data management and in reporting on sensitive data, including integration with other data sources and in using a mix of paper and digital data management and decentralized data collection processes; Demonstrated technical expertise in ICT for development, especially ICT for health activities and an awareness of current best practices and in eHealth initiatives in Zimbabwe/Southern Africa; Strong ICT project and team management skills, including development of policies, processes, timelines, and budget/resourcing; Direct experience in managing ICT staff and in working with PEPFAR data is essential; Ability to design integration points and provide guidelines on integration with outside data sources such as partners’ data sets, MoHCC ICT systems, et al; Excellent written and oral communication skills with ability to present ICT jargon and technical issues in simple language to non-ICT staff.
