The Senior Manager Treasury will provide strategic leadership for the treasury function of ZESA Private Limited, ensuring the Company’s long-term financial sustainability, optimal capital structure, effective liquidity management and robust financial risk resilience. The position will be responsible for developing and executing the long-term Treasury Strategy aligned to the Company’s Integrated Resource Plan and corporate strategy, securing appropriate funding for major infrastructure projects, optimising the Company’s debt and liquidity position, and strengthening resilience against systemic and financial risks.

Key Responsibilities

  • Formulates and drives the long-term Treasury Strategy, aligned to the Company’s Integrated Resource Plan, Corporate Strategy and capital investment priorities.
  • Develops and recommends the Company’s capital structure policy, including the optimal mix of debt, equity, guarantees and other funding instruments, taking into account cost of capital, affordability, creditworthiness and long-term financial sustainability.
  • Leads the development and execution of strategic funding initiatives, including bond issuances, note programmes, syndicated debt transactions, structured financing, project finance, public-private partnerships (PPPs), green financing and other innovative funding structures.
  • Evaluates and recommend appropriate funding structures for major generation, transmission and distribution infrastructure projects.
  • Oversees the strategic management of the Company’s domestic and international debt portfolio, including the development and implementation of a Medium-Term Debt Management Strategy.
  • Manages refinancing risk, liability management initiatives, debt restructuring and optimisation of borrowing costs.
  • Establishes and maintains liquidity optimisation frameworks, including cash pooling, cash concentration and contingency funding arrangements.
  • Monitors compliance with Board-approved risk limits and financial risk parameters and recommend appropriate corrective measures where required.
  • Leads the strategic response to financial risks, including the assessment of emerging risks such as climate risk, cyber risk and sovereign risk.
  • Develops appropriate hedging and risk-mitigation strategies to protect the Company’s financial position.
  • Develops and recommends the Company’s investment strategy for surplus funds, balancing capital preservation, liquidity and return objectives.
  • Establishes strategic asset allocation and investment portfolio guidelines consistent with Board-approved security, liquidity and return parameters.
  • Drives automation of treasury processes, enhancement of cash-flow forecasting capabilities, optimisation of banking connectivity and implementation of treasury analytics and reporting solutions.
  • Ensures that treasury policies, procedures and controls remain fit for purpose and aligned with leading industry practice.
  • Provides strategic financial advice to the Chief Finance Officer and Executive Management on treasury matters, funding options and financial market developments.

Requirements

  • A degree in Finance, Accounting, Economics, Banking, Commerce or a closely related discipline – mandatory.
  • A professional qualification such as CA, CFA, CPA, ACCA or CIMA, in good standing – mandatory.
  • Certified Treasury Professional (CTP), Financial Risk Manager (FRM) or equivalent certification – mandatory.
  • An MBA, MSc in Finance, Treasury, Economics or equivalent advanced degree – preferred.
  • A minimum of 10 years of progressive post-qualification experience, with a demonstrable track record of increasing responsibility in treasury, corporate finance or financial management.
  • At least 5 years’ experience at senior management level leading treasury, corporate finance, funding or capital management functions.
  • Proven experience in raising and managing significant debt facilities and structured financing arrangements.
  • Demonstrable experience in debt portfolio management, liquidity optimisation, financial risk management and capital structuring.
  • Demonstrable experience engaging with development finance institutions, multilateral lenders, commercial banks, export credit agencies and institutional investors.
  • Experience in utility, infrastructure, energy, banking, project finance or PPP financing environments will be an advantage.
