Key Responsibilities

  • Formulating and driving the long-term Treasury Strategy.
  • Developing and recommending the Company’s capital structure policy.
  • Evaluating appropriate funding structures for major infrastructure projects.
  • Leading strategic funding initiatives, including bond issuances, syndicated debt transactions, structured financing, project finance, PPPs and green financing.
  • Managing the Company’s domestic and international debt portfolio.
  • Managing refinancing risk, debt restructuring and borrowing costs.
  • Establishing liquidity optimisation frameworks.
  • Monitoring compliance with Board-approved risk limits and financial risk parameters.
  • Leading the strategic response to financial risks, including climate, cyber and sovereign risks.
  • Developing hedging and risk-mitigation strategies.
  • Developing the investment strategy for surplus funds.
  • Driving automation of treasury processes, cash-flow forecasting, banking connectivity and treasury analytics.
  • Providing strategic financial advice to the Chief Finance Officer and Executive Management.

Requirements

  • A degree in Finance, Accounting, Economics, Banking, Commerce or a closely related discipline.
  • A professional qualification such as CA, CFA, CPA, ACCA or CIMA, in good standing.
  • Certified Treasury Professional (CTP), Financial Risk Manager (FRM) or equivalent certification.
  • An MBA, MSc in Finance, Treasury, Economics or equivalent advanced degree is preferred.
  • At least 10 years of progressive post-qualification experience.
  • At least 5 years’ experience at senior management level.
  • Proven experience in raising and managing significant debt facilities and structured financing arrangements.
  • Experience in debt portfolio management, liquidity optimisation, financial risk management and capital structuring.
  • Experience engaging with development finance institutions, multilateral lenders, commercial banks, export credit agencies and institutional investors.
  • Experience in utility, infrastructure, energy, banking, project finance or PPP financing environments will be an advantage.
