Job Description

Reporting to the Country Finance Manager (CFM), the Senior Accountant is responsible for grants cash and budget management, grants financial reporting and analysis, strategic grants implementation guidance, grants and budget monitoring, and partner capacity building and audit of grants as per DFID requirements. The role will provide timely and reliable grant financial information and analysis for effective decision making.

Accountabilities:

• Monitor budget versus expenditure for the grant.
• Manage and support SAGE Grant Accountants
• Review partner budgets and all budget modifications and submit the same to Country Finance Manager for incorporation into country budgets.
• Consolidate and review all grant financial reports before submitting to the CFM.
• Ensure full compliance with DFID requirements and standards.
• Review all grant proposal budgets to ensure accuracy and completeness.
• Prepare and distribute grants monthly grant Budget Versus Actual to Program Areas.
• Grants Audit Planning and preparation of TORs for submission to the CFM.
• Prepare the grants annual financial reports to be submitted for audit.
• Co-ordinate and facilitate the audit of DFID funded projects as per contractual agreement.
• Liaise with respective technical advisors and grant coordinators to assess partners’ financial management capacity.

• Builds the capacity of staff in grants, risk and financial management including management of DFID funds.
• Assist Program Areas in conducting financial training programs for partners, particularly CBO involved in implementation of the SAGE grant.
• Reviews grants and project financial reports in SAP for accurate donor expenditure reporting
• Perform bank reconciliations, general ledger reconciliations and cash requests from the donors ensuring that financial resources are utilized and invested efficiently
• Review procurement requests and commitments of goods and services in accordance with Plan procurement procedures and donor requirements
• Promote and abide by internal policies and procedures including but not limited to: Safeguarding Policy; Code of Conduct; mandatory reporting responsibility.

Knowledge

• A degree in Accounting; ACCA, CIS or equivalent qualification
• Post graduate qualification (e.g. MBA) will be an added advantage
• At least 5 -years’ experience in a similar role and working with complex grants
• Knowledge of DFID financial management and reporting requirements
• Familiarity with Payment by Results/ Performance based financing arrangements
