duties

• ensuring effective and efficient management of the section operations
• development and implementation of the procurement plan for Council, policies and management
• Advertising the Accounting Officer on all procurement issues
• Preparing bid documents in compliance with statutory provisions
• managing and evaluation of bids and post qualification negotiations
• preparing evaluation reports, contract award recommendations, submit all evaluations to Accounting officer in line with Procurement act.
• managing of procurement of materials, contracts services and supplies
• advertising Council on legal issues and handling legal matters that involve council

Qualifications

• degree in law from a recognized University
• Diploma in Procurement/ Purchasing and supply Management or equivalent, from a recognized University
• post graduate qualification will be an added advantage
• membership of a recognized Professional body
• computer literacy
• clean class4 driver’s  licence

Attributes

• excellent communication skills
• sound knowledge of the operations of local Authorities and Public Procurement
• sound appreciation of the Public Procurement and Disposal of Assets Act (chap 22:23)
• Mature individual, at least 30 years of age, with clean record of service, high intergrity
• no criminal record
• At least 3 years post qualification experience in a local authority or similar environment and management level
