The Tobacco Industry & Marketing Board (TIMB) is Zimbabwe’s regulatory and developmental authority responsible for promoting, sustaining, and transforming the country’s tobacco industry. Through the Tobacco Value Chain Transformation Plan (TVCTP), TIMB is driving initiatives that enhance sustainability, value addition, and the global competitiveness of Zimbabwean tobacco. TM Industrial Psychological Services has been engaged to recruit experienced, analytical, and results-oriented professionals for two senior leadership positions. Reporting to the Chief Finance Officer, the Management and Cost Accountant will provide strategic financial planning, budgeting, management accounting, cost management, revenue assurance, project financial oversight, and business performance analysis to support executive decision-making and long-term organisational sustainability.

Key Responsibilities

  • Coordinate the preparation, consolidation, and monitoring of the annual organisational budget.
  • Prepare financial forecasts, management accounts, and performance reports.
  • Monitor departmental expenditure and recommend cost control measures.
  • Analyse financial performance and budget variances.
  • Support the Chief Finance Officer in preparing Board reports and executive presentations.
  • Lead revenue assurance initiatives and strengthen internal financial controls.
  • Ensure compliance with statutory financial obligations, including VAT and withholding tax.
  • Manage project budgets, expenditure, profitability, and financial reporting.
  • Maintain the organisational asset register and oversee asset verification and depreciation.
  • Partner with departmental managers on financial planning and investment decisions.
  • Improve financial systems, governance, controls, and reporting processes.

Requirements

  • Bachelor’s Degree in Accounting, Finance, or a related discipline.
  • Professional accounting qualification such as CIMA, ACCA, CIS, CA(Z), or equivalent (added advantage).
  • 5-7 years’ relevant experience in management accounting, budgeting, costing, financial planning, or corporate finance.
  • Strong knowledge of budgeting, management reporting, statutory compliance, financial modelling, and revenue assurance.
  • At least 3 years in a supervisory role.
  • Experience using integrated financial systems and advanced spreadsheet modelling.
  • Excellent analytical, communication, stakeholder management, and problem-solving skills.
