GENERAL COMPANY INFORMATION
Technoserve, Inc. (TNS) is an international nonprofit development organization founded in 1968. Its mission is to help entrepreneurial men and women in poor rural areas of the developing world to build competitive farm, businesses and industries that create jobs, income and economic opportunity for their families, their communities and their countries.

I. PRIMARY PROJECT PURPOSE:
Sizimele is a Consortium managed programme that seeks to improve the absorptive, adaptive and transformative capacities of at risk communities. The Consortium aim to bring relevant interventions, innovation, closer collaboration with private partners, synergies with the existing and new projects and a strong evidence-based theory of change that is well aligned with the Zimbabwe Resilience Building Fund (ZRBF) programme theory of change. Sizimele project feeds into ZRBF’s overall objective of resilience of at risk smallholder farmers so that the farmers are food, income and nutrition secure in the face of increasing multiple and chronic shocks and stressors. Smallholder farmer capacity for resilience is build through Community Managed Disaster Risk Reduction (CMDRR), increased farmer productivity, livelihood diversification and system change.

TechnoServe is leveraging on its vast experience in micro-insurance, entrepreneurship, access to finance interventions, market and value chain development to build smallholder farmer’s capacity for resilience. The program’s technical assistance package will be focusing on smart agriculture, gender integration, risk analysis, micro-insurance and sustainable inclusive business models that provide value chain actors with linkages to finance and markets.

II. SCOPE

The consultant will be responsible for developing, implementing and maintaining risk management processes for consortium organisations and/or the smallholder farmer, using best practices and efficient micro-insurance systems. The work will consider all risk mitigation factors along the value chain. The Consultant will focus specifically on Sizimele value chains, with a priority focus on agriculture SMEs.

III. TASKS
Analysis will include, but is not limited to, the following:

1. Developments in the insurance sector and implications thereof, recommendations and strategic options for resilience building amongst smallholder farmers
2. Policy implications and advocacy
3. Stakeholder engagement, with a focus on promoting insurance and micro-insurance uptake across different value chain actors.
4. Thorough stakeholder discussions, surveys, data analysis and recommend highest potential intervention areas based on impact and feasibility:
• SMEs types to target
• Insurance products and services to prioritize
• Demographic segments
• Geographic locations
5. SME financial needs and the business case for SME risk hedging in Zimbabwe, with a focus on insurance and micro-insurance providers as solutions.
6. Comparison of available insurance products, including relevance and impact on the livelihoods of bottom of the pyramid consumers and SMEs
7. Diagnostic of opportunities/constraints affecting supply and demand of insurance products through financial institutions/agribusiness, with a focus on insurance and micro-insurance providers.
8. Determine high potential inclusive business models that incorporate insurance and other risk mitigation strategies in the development of sustainable agricultural value chains
9. Recommend and/or promote local, regional and global best practices in the use of insurance and micro-insurance products delivered through mobile platforms; and identify means to improve the system for all actors on a win-win scenario
10. Determine capacity building needs among insurance and micro-insurance providers to make the products relevant to all stakeholders involved.
11. Develop a short, mid and long term full insurance process development plan for the different Sizimele partner organisation
12. Develop insurance implementation plan

IV. DELIVERABLES

Deliverable
1 Detailed work-plan.
2 Perform desk research on at least 5 insurance companies in terms of product offering, pricing mechanism, relevance and impact to small-holder farmers
3 Facilitate for the establishment of 2 processing centres and associated insurance products thereof
4 Perform fully fledged internal insurance audit on different value chains.
5 Train and/or link 36 agro-dealers to insurance and facilitate for insurance uptake by the agro-dealers

6 First Report (Word and power-point )
7 Train program staff (at least 50 TOT) , 3 CBOs and 2 SMEs, 200 farmer groups/commodity associations and 36 agro-dealers on insurance, value chains and market development
8 Identify and facilitate the development and/or roll-out of at least 3 financial products involving smallholder farmers and agro-dealers
9 Engage and link at least 2 insurers to small scale farmers involved in crop and livestock value chains covering at least 3 000 farmers from Lupane, Insiza and Matobo
10 Coordinate and facilitate insurance payment by small scale farmers involved
11 Second Report (word and power-point )
12 Facilitate for financial inclusion by linking the insured farmers to financiers in market driven value chains.

13 Identify, train, promote and facilitate for insurance uptake by at least 3 000 farmers involved 5 different value chains
14 Facilitate for insurance cover on farmers assets that include farm equipment, green-house units, crop and livestock
15 Develop sustainable models for own insurance premium payment by small-scale farmers
16 Assist at least 3 CBOs to develop and roll-out micro-insurance inclusive business models
17 Develop a structure for monitoring and evaluating the implementation of insurance
18 Facilitate marketing support to processing centres – brand and packaging for CBOs / SMEs
19 Recommendations on key intervention areas so that insurance can be more competitive, profitable and productive.
20 Improve policies related to insurance.
21 Presentation at round-table workshop for all stakeholders

22 Final report (word and power-point )

Day to day tasks include, but are not limited to, the following:

1. Develop preliminary understanding of the insurance / micro-insurance landscape in Zimbabwe and familiarize self with key challenges and opportunities.
2. Help Sizimele team continuously refine understanding of the insurance / micro-insurance industry at a high-level which may include helping to identify major players, mapping out major insurance products in Zimbabwe, charting historical and current trends, developing hypotheses on where to focus in terms of key demographic segments, geographic focus areas and others.
3. Conduct primary and secondary research across value chains, government policies, infrastructure, markets, financial services stakeholders, regional/global practices and types of business models for different types of insurance products.
4. Assist in identifying additional stakeholders for primary research (financial institutions, government, NGOs, farmers).
5. Assist in questionnaire development, interview planning, interviewing.
6. Identify insurance needs, key statistics, challenges, and opportunities.
7. Fill in insurance knowledge gaps.

V. SKILLS REQUIRED
– Demonstrated competences and experience in carrying out similar projects.
– Experience in developing Insurance / micro-insurance products for smallholder farmers.
– Business management skills to translate the correct insurance processes for the business
– Relevant educational qualifications in Agriculture (Agricultural Economics/Development ), Actuarial / Risk Studies, Business Management
– Excellent presentation skills

VI. IMPACT
The work will provide SIZIMELE clients with the necessary business insights to scale their business, specifically in relation to improving the smallholder business models, and in turn the lives and livelihoods of the farmers they work with.

VII. FEES & EXPENSES
The remuneration will be in accordance with the experience of the consultant for a period of 3 months, starting 1 November 2018.
