DESCRIPTION
The Finance and Operations Manager will report to the Program Director of the BRTI LSS project. The Finance and Operations Manager will be responsible for providing oversight for all finance, operations, human resources, and administrative functions of the program, and will be responsible for strategic planning on operational, human resources and financial components of the project and will have oversight of all financial and operations teams. The position is based in Harare Zimbabwe and may be expected to occasionally travel to other provinces and districts when necessary to ensure program compliance with institutional and USG rules and regulations.
DUTIES
Position will be the designated Business Official for the CDC PEPFAR-funded Laboratory Systems Strengthening (LSS) Project in Zimbabwe.
Ensure the monthly review of consolidated organizational budget performance against the individual annual project budgets, forecasting expenses and tracking the ongoing commitments against the approved cash position.
Advise the LSS Project’s Principal Investigator on issues, trends, and changes in the financial operating performance and operational delivery; proactively communicating issues that are anticipated before they arise.
Support the long-term budgetary planning and costs management in alignment with BRTI’s strategic and project plans, especially to improve the organizational development, increasing Finance’s contributions to effectiveness and efficiency of the organization by leveraging technology and accurate information.
Assist the Program Director to ensure the BRTI’s Program Management Team is working to the approved budgets for programs and delivery through collaborative working practices.
Assist in implementing yearly objectives and measurable metrics for Finance department performance both for individual team members and the Unit overall in service delivery to other Units and stakeholders.
Responsible for providing oversight for all finance, operations, human resources, and administrative functions of the program. Working with the support of the Grants and Compliance Officer, the position will oversee the CoAg compliance and risk management portfolios. This includes informing CDC of any problems or concerns regarding compliance
REQUIREMENTS
Degree in Finance/Accounting.
Master’s degree in Finance, Business Administration, Accounting, Risk Management, Economics, or a related field.
Must be trained and familiar with CDC-PEPFAR/USAID and other donors’ rules & regulations.
Knowledgeable in GAAP, IAS and IFRS.
At least 5 years’ experience in a similar position in a USG-funded project
3-5 years in a supervisory/management position
Good writing and high analytical skills
