Description of Unit/Department
CAWASA is one of the five regions in the international Department. Trócaire’s Zimbabwe office is part of the CAWASA Region. The Zimbabwe Office is managed by a Country Director based in Harare. The Agency works under a MoU with the Zimbabwe Catholic Bishops Conference and is registered as a Trust. The three strategic outcome areas in Zimbabwe are Resilience and Sustainable Livelihoods, Civil Society Support and Women’s Empowerment.
Background to the Role
Trócaire set up its office in Zimbabwe 2010 and is continuing to build its staff base. The Agency works with a number of local NGOs and at the moment is managing Institutional Funding for each of the three programmes. This has increased the scope for Finance and Governance monitoring in partner organisations, Financial Control and reporting, Progranme staff capacity building as well as budgeting. The office therefore requires a flexible and efficient Finance assistant mainly focusing on Programme Support.
Scope of the Role
The role involves financial monitoring and support to partner organisations. The Finance Assistant will work very closely with the Programme Accountant in all aspects of partner financial management and this will involve travelling to different partners for compliance reviews. The role may also look internal reporting requirements as required.
Key Duties & Responsibilities
Partner Financial Management
Review partner financial reports ensuring that the reports conform to Trócaire and Donor requirements; Assist in providing support to partner Finance Personnel to ensure that accurate financial reports are submitted to Trócaire; Carry out partner voucher reviews and capacity assessments of partners; Maintain a close dialogue with the programme team, appraising them of all partner issues as necessary; Assist with preparing Trócaire reports for Institutional funding; Assist with Institutional funding audits i.e. internal or external as required; Assist with following up on recommendations made to partners during voucher reviews and managing partner capacity building plans; Review partner budgets ensuring that they are presented in the correct templates and that the ratios for programme v admin expenditure are reasonable; Assist with the preparation of the Partner Financial Management Tracking Tool (PFMTT); Monitor statutory compliance of partners; Any other duties as assigned by the Programme accountant
Internal Financial Reporting
Provide surge support to the Finance Officer and Finance and Administration manager (FAM) in terms of ensuring that the payment cycle runs smoothly and that monthly management reports are prepared on a timely basis as the workload may require
Qualification, Knowledge and Skills Required:
Relevant Accounting Degree; Experience in an Accounting / Finance position; Experience with partner reviews and capacity building; Expertise in Word and excel; Fluent in English; Good team player; Sympathetic to working with the Catholic Church and the Caritas confederation; Commitment to Trócaire values; Experience working with NGOs in the relevant position
