Director — Strategy, Research & Modernization
Responsibilities
• Provide economic, tax policy and administration advice and back stopping services to the executive management
• Provide advice and contribute to the formulation and review of the Zimbabwe Revenue Authority Corporate Strategy Planning and Policy making process.
• Provide objective, factual and timely value adding advice, on tax policy and administration matters, to the Commissioner General considering the impact of such advice on revenues and the Authority’s and Governments’ strategic goals.
• Keep and provide a timely statistical data bank of the revenue, social and financial statistics and economic indicators.
• Undertake analysis of various social and economic indicators and assess their impact on tax revenue.
• Develop the Monitoring & Evaluation Framework for the Strategic Plan.
• Provide all strategic related information and guidance to divisions.
• Identify relevant business research work to be undertaken to inform decision making for the organisation.
• Provide technical support to operational departments on tax policy related issues.
• Undertake revenue compliance reporting and analysis with a view to identifying, for each tax type, the tax gap, trends in taxpayer compliance behaviour and recommend the most appropriate compliance management strategies.
• Periodically undertake analysis of the Zimbabwe economy in order to project macro-economic fundamentals and their impact on the tax base and future revenue collections.
• Provide technical support to the Customs division and the Government in regional and international integration initiatives and other relevant institutions.
• Develop systems and processes to track, monitor and evaluate all components of the Authority’s modernisation initiatives.
• Coordinate development of the overall reform and modernisation plan.
• Work closely with the line organisations to ensure projects are developed, executed, monitored and evaluated.
• Monitor implementation status of all projects in the Authority.
• Any other duties as assigned.
Qualifications and Experience
• A degree in business, finance, economics or related field.
• A qualification in strategy development and business analysis Is necessary.
• Training or qualification in strategic management is an added advantage
• At least 10 years working experience of which 5 are at senior management Level;
• Knowledge of SAP and revenue management systems is a distinct advantage.
• Clean class 4 driver’s licence.
