Director – Finance, Administration & Infrastructure
Responsibilities
• Develop a cohesive finance and accounting strategy for the Authority.
• Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation
• Liaise with the Ministry of Finance, Reserve Bank of Zimbabwe, Finance Committee and/or Audit Committee as appropriate.
• Ensure that all of the Authority’s financial practices are in line with statutory regulations and legislation.
• Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the Commissioner General, Executive Management and Finance Committee.
• Oversee the financial reporting processes.
• Oversee preparation of all supporting information for the annual audit and liaise with the Board’s Audit Committee and the external auditors as necessary.
• Advise the Commissioner General and the Board on any financial related matters.
• Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate.
• Evaluate the need for new technology to meet the Authority’s financial data processing, control, and reporting requirements.
• Negotiate with banks for lines of credit or other financial services and investment opportunities as required and appropriate.
• Oversee the administrative functions of the Authority including property/facility management, and provision of furnishings and equipment necessary for effective operations.
• Formulate and implement engineering and infrastructure management policies and strategies for the Authority.
• Provide guidance and leadership in the planning, execution, and maintenance of all infrastructure projects.
Qualifications and Experience
• Degree in Accounting, Finance or related filed.
• Relevant professional accounting qualification.
• Master’s Degree an added advantage.
• At least 10 years of relevant work experience, 5 of which must be at senior management.
• Knowledge of SAP and other revenue management system is an added advantage.
