Context

 

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Programmes, the Senior Protection Assistant’s role monitors compliance with IOM procedures and guidelines. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations. This position, based in Harare’s country office, will support coordination, collection, analysis and dissemination of information regarding protection issues of migrants and vulnerable mobile populations. Additionally, the position holder is responsible for analysing and presenting data to be used to inform IOM programming.

Under supervision from the Head of Programme, and overall guidance from the Chief of Mission and in close coordination with Civil Society Organisation (CSO) field teams and key external stakeholders’/duty bearers the position holder will support the research unit to conduct and disseminate high-quality protection issues-focused research. More specifically she/he will:

 

Core Functions / Responsibilities

 

Assist on collection, process, and analysis of information with support from IOM & CSO field staff and implementing partners, including facilitation of focus group discussions and individual interviews; Assist continuous research and analysis of protection issues faced by migrants and vulnerable mobile populations in the districts and villages; and draft recommendations on solutions; Draft protection and migration related reports, to be disseminated internally and externally, with context analysis updates and key protection trends, and contribute to programme and advocacy deliverables with protection inputs; Assist in promotion of relations and coordination of humanitarian analysis with other humanitarian actors, donors, UN and civil authorities; Support advocacy initiatives in collaboration with Head of Program and Chief of Mission; Follow-up closely on contextual developments and propose topics for evidence-based reports and briefing papers; Organize and facilitate capacity building trainings on protection and migration to CSOs partners and relevant stakeholders; Maintain protection presence through regular participating in joint field activity missions and reporting, making direct contact with partners, host communities and local authorities; Assist the dissemination of advocacy messages at country level and in coordination with partners; Contribute to the institutionalization and promotion of best practices and learning related to protection; Any other duties as directed by the Head of Programmes.

 

Required Qualifications and Experience

 

Education

 

Completed university degree from an accredited academic institution, preferably in social science, or a combination of relevant education and professional experience.

 

Experience

 

A minimum of 4 years of combined professional experience in humanitarian/development program administration and capacity building, with experience in protection and advantage; Knowledge of UN policies and procedures; Field experience; Commitment to help persons of concern and willingness to cooperate with counterparts; Good analytical skills; Strong interpersonal and communication skills in a multicultural setting; Experience of working with persons of concern desirable; Ability to live and work in the difficult and harsh conditions of developing countries is essential.

 

Skills

 

Delivers on set objectives in hardship situations and effectively coordinates actions with other implementing partners; Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

 

Proficiency in written and spoken English.
