University of Zimbabwe College of Health Sciences – Clinical Trials Research Centre (UZCHS-CTRC) on behalf of l-TECH (International Training and Education Center for Health) is seeking highly qualified and experienced applicants to fill the position of Continuous Quality Improvement Officer. l-TECH’s activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. I-TECH is funded by PEPFAR through Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC). The contract of employment will terminate on 30 September 2019 and is renewable subject to availability of funding and satisfactory performance.
Position Summary:
The main function of this position is to support quality improvement projects at l-TECH supported health facilities. The CQI Officer will provide Ql project management and technical assistance to facilities with Ql teams. The incumbent will be responsible for tracking progress of Ql projects, ensuring appropriate documentation and data collection so that results and lessons learnt can be disseminated to stakeholders and implemented at other facilities.
Responsibilities:
- Setting up Ql Committee and Ql teams at facilities and establishing routines for regular Ql team meetings or “huddles” focused on PDSAs, monthly Ql Committee meetings and quarterly development of Ql project work plans.
- Providing technical support to facility and district teams in prioritizing and analyzing causes of performance gaps, developing and piloting interventions through PDSAs, document and evaluating facility-level programs.
- Providing technical support to facilities for developing and using process indicators to track progress of Ql activities and in performing data management activities, such as abstraction, verification, validation, and entry into an electronic database and in analyzing the data prior to submission of Ql reports.
- Supporting the documentation and dissemination of key Ql activities taking place at facilities to stakeholders (e.g. Ql Committee meeting minutes, Ql projects and Ql related process data).
- Carrying out periodic organizational assessments to evaluate the overall performance of the Ql program and collaborating with MoHCC national Ql programs to align priorities, share change ideas and lessons learnt.
- Participating fully during the various peer learning platforms and review meetings.
- Performing any other duties as delegated by the supervisor.
Qualifications. Skills and Experience:
- Health-related professional degree with MPH and background training in Monitoring & Evaluation will be an added advantage.
- Thorough knowledge and experience with Quality Improvement is a must, including a thorough understanding of the Zimbabwe HIV program and certification as a Ql Coach will also be an added advantage.
- Minimum of 5 years’ experience working in the Zimbabwe public health sector and/or quality improvement systems and in working on Ql projects across multiple sites.
- Should be detail-oriented coupled with good problem-solving, strong analytical, interpersonal verbal and written communication skills, with the ability to work in teams and manage time well.
- Must possess functional and working knowledge of MS Excel including formatting and data management.

Responsibilities
- Working closely with strategic information and ICT staff in ensuring that all datasets are cleaned, merged and adequately prepared for meaningful analysis and interpretation.
- Collating and cataloguing all l-TECH input, process and outcome data contained in the central repository and conducting rigorous analysis of such data to enable evidence-based programming and guide implementation choices and decisions and ensuring that the collated data is clean, up- to-date and in an analyzable format.
- Preparing consolidated datasets for analysis, merging data from multiple sources to improve the quality of inferences made and insights drawn from data.
- Preparing presentations for various meetings with the following parties; CDC, MoHCC, Subpartners, internal staff and all other external entities as required.
- Executing routine and ad hoc statistical plans, seeking to answer questions raised on program performance using various data types including but not limited to; input, process, output and program outcome data.
- Translating results of analyses into plain English and drawing tangible conclusions and recommendations to inform program implementation.
- Analysis of iPITC datasets and populating results onto a monitoring dashboard on a weekly basis.
- Manipulating and merging multiple datasets to facilitate trend analyses and robust interrogation of the contribution of specific inputs to key outcomes over time.
- Designing, developing and updating dashboards used to visualize performance data by facility, district and provinces.
- Collaborating with team members, providing technical oversight in data analysis activities associated with manuscript and abstract preparation as well as drafting of indicator narratives.
- Spearheading the development of data collection protocols, SOPs and instruments for use in gathering data to answer key program questions and operational research activities.
- Preparing all protocol documents for submission to local and international Institutional Review Boards (IRB) and ensuring that all authorization and approvals are up-to-date.
- Drafting and consolidating program activity reports to various stakeholders and partners.
- Developing and tracking data quality metrics and indicators to evaluate the quality of data reported and used to make program decisions.
- Responsible for implementing data quality improvement and assurance processes including; routine DQA activities and, continuous quality improvement projects around specific core indicators.
- Preparing SOPs and training materials for staff around data usage and analysis, as well as data quality improvement and assurance
- Providing direct supervision to the Data Officer on a day to day basis on the management, cleaning, analysis and reporting of all iPITC process and outcome data.
- Performing any other duties as assigned by the Supervisor.
Qualifications. Skills and Experience
- Advanced Degree in Biostatistics, Epidemiology or quantitative data science.
- Minimum of 5 years working experience managing, analyzing and reporting, health related program data and information.
- Experience working with DHIS2 data and excellent computer skills including but not limited to, MS Word, PowerPoint, Excel, including pivot-tables, formatting, statistical functions and formulas.
- Strongdatamanagementandquantitativedataanalyticalskillsworkingwith large amounts, including ability to run SQL queries.
- Proficiency in at least one statistical software package e.g. STATA, SAS, R or SPSS is a must.
- Excellent interpersonal communication, report writing and presentation skills, including proficiency in English and one or more of the local languages.
- Ability to interpret and translate findings of complex statistical analyses into simple easy-to-follow presentations for program officers to utilize.
- Must be a critical thinker, paying close attention to detail and possessing robust skillset in advanced statistical and research methodology.
- Experience in working with health-related data, specifically outcomes of HIV/AIDS programs.
- Must be prepared to travel to support project staff in Zimbabwean districts.

Background:

I- TECH’s activities occur primarily in the technical areas of health system strengthening; health workforce development; operations research and evaluation; prevention, care and treatment of infectious diseases. I-TECH is funded by PEPFAR through Center for Disease Control to implement HIV & TB treatment and care services in five Zimbabwean provinces in support of the Ministry of Health and Child Care (MoHCC). The Incumbents will oversee the implementation of HIV and TB Services in various districts. The contract of employment will terminate on 29 September 2019 and is renewable subject to availability of funding and satisfactory performance.
Position Summary:
The DSICLO reports to Provincial Program Officers on programmatic updates and MoHCC district structures on day to day activities and the incumbents will work closely with health facilities staff. Community Based Organisations (CBOS) and communities to effectively establish linkages between the health facilities and the community. He/ she will work closely with MoHCC district structures and l-TECH Provincial Program Officers and Program Coordinators to assist the coordination of community linkages and site improvement activities which will increase health facility and community HIV testing including index testing and the identification of PLHIV in the community as well as increasing the demand for comprehensive TB/HIV related health services within and outside health facilities.
Responsibilities
- Supporting l-TECH activities contributing to the 95-95-95 UNAIDS targets by providing comprehensive and granular site support, continuous quality improvement and on-the-job- training on clinical management of HIV care, treatment and support services, associated opportunistic infections including TB and other comorbidities at selected sites in the respective district.
- Providing day-to-day support to the district with focus on planning, implementation and monitoring of tasks to meet expected targets and outputs.
- Supervision of activities of district seconded staff i.e.facility and community based Direct Service Delivery (DSD) cadres and community based volunteers ( VHW, CLFs/CLCs) and providing support according to identified gaps.
- Provision of direct service delivery (DSD) across the HIV and TB cascades and conducting support and supervision visits to the selected facilities within the district..
- Participating in District Health Team (DHT), HIV & TB meetings in the district and other relevant partner coordination activities including identification and correction of transport and other logistical challenges impeding smooth running of activities.
- Representing l-TECH and providing linkages with MoHCC and other CBOs and partner structures in the district.
- Working closely with MoHCC, identified partners and community volunteers (CLF/VHW) to collect and consolidate data on key indicators and reporting on HIV and TB services provided at the facilities and in the community.
- Contributing towards the development, tracking and reporting of tools to monitor progress, outputs and outcomes of HIV/TB activities in the district towards the 95-95-95 targets.
- Keeping track of all essential commodities needed for the smooth running of the HIV/TB program and report any shortages.

- Compiling monthly and quarterly reports on HIV & TB activities in the district and timeously submitting to the provincial focal person/coordinator.
- Preparation of facilities for CDC SIMS assessments, developing corrective action plans, and taking remedial action and participating in SIMS re-assessments.
- Coordinating and strengthening demand creation activities and linkages between the health facilities and/or health departments such as HIV, ART, PMTCT, MNCH and TB clinics and the community in liaison with the Community Programs team to ensure that services provided are adequate and can meet the demand created.
- Working closely with community health department to establish community-based structures that will create demand for HIV and AIDS care, treatment. Nutrition, MNCH, PMTCT and TB services.
- Coordinating and supporting Community Linkages Facilitators, Facility Linkages Facilitators, DSD and health facility staff to efficiently and effectively execute their roles and responsibilities in the community.
- Developing and timely submit work plans and budgets for all assigned community linkages activities monthly, quarterly and annually at district level.
- Ensuring the timely writing and submission of quality and accurate community linkages and site level reports quarterly, monthly, and at all other requested times at district level.
- Ensuring the dissemination and integration of lessons learnt about community engagements to improve the quality of services, retention in care and adherence to treatment.
- Working closely with other l-TECH staff to document best practices in form of case studies, success stories, abstracts, video clips in addition to the routine monthly updates, quarterly and annual reports.
- Performing any other duties assigned by the supervisor.
Qualifications. Skills and Experience
- Valid Nursing qualification with 3-5 years’ hands-on experience in clinical management of HIV in an Opportunistic Infections (01) clinic setting at district, provincial or central hospital level within MoHCC structures or other implementing partners.
- Relevant training in HIV Clinical Management e.g. Counselling, HIV Integrated Training, Clinical Mentorship, Rapid HIV Testing, Advanced HIV Management, HIV &TB Monitoring and Evaluation.
- Knowledge and experience in training and conducting meetings and demonstrable skills in data analysis, program coordination and evaluation and M&E.
- Ability and willingness to travel extensively within and outside the district.
- Excellent leadership, report writing, presentation and interpersonal communication skills with fluency in English and/ or Shona and Ndebele.
- Good Computer skills including MS Word, Excel and Power point.
- NGO/CBO working experience will be an added advantage.
