Key Responsibilities
- Oversee financial management and accountability for all Country Office activities.
- Monitor expenditure, conduct financial analyses, and support informed decision-making.
- Supervise treasury management by forecasting cash flows and monitoring fund utilization.
- Ensure donor funds are received and disbursed in accordance with agreements.
- Prepare programme budgets, financial reports, and monthly accounts.
- Monitor project budgets and identify variances to prevent budget deficits.
- Support the preparation of budgets for new programmes and projects.
- Provide financial, administrative, and human resources guidance to project managers.
- Strengthen internal control systems to safeguard organizational assets and prevent fraud.
- Verify payroll allocations and ensure salary costs are accurately charged to projects.
- Review administrative procedures and recommend efficiency improvements.
- Manage recruitment, personnel administration, and implementation of HR policies.
- Oversee procurement, supply chain operations, fleet management, facilities, and support services.
- Coordinate with legal and procurement units on contracts, agreements, and purchase orders.
- Supervise ICT staff to ensure compliance with organizational standards.
- Train local personnel on IOM administrative and financial procedures.
- Represent the organization in United Nations Operations Management Team meetings and other inter-agency forums when required.
- Serve as Officer-in-Charge during the absence of the Chief of Mission.

Requirements
- A Master’s degree in Finance, Accounting, Business Administration, Management, or a related field with at least five years of relevant professional experience; or A Bachelor’s degree in the above fields with at least seven years of relevant professional experience.
- Professional certification such as CA, CPA, CIMA, or ACCA will be considered an added advantage.
- Qualifications must be obtained from accredited institutions recognized by the UNESCO World Higher Education Database.
- International experience in finance and human resources management.
- Experience working with international organizations or coordination bodies.
- Experience supervising administrative control procedures and external audits.
- Experience using enterprise information technology systems and software.
- Strong knowledge of IOM or United Nations finance, supply chain, and human resources procedures.
- Advanced Microsoft Office skills, particularly Microsoft Excel.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
- Experience using SAP is highly desirable.
- Fluency in English (spoken and written).
