Programme Policy Officer NOA
JOB PURPOSE
To provide leadership, management expertise and contribute to the efficient realisation of CSP objectives for the Masvingo Field Office programme unit.
KEY ACCOUNTABILITIES (not all-inclusive)
- Responsible for overall implementation of programmes at Field Office level, ensuring compliance with WFP policies and procedures regarding management of WFP assistance programmes
- In collaboration with the VAME Unit, and based in cost efficiency and effectiveness analysis, make recommendations on the most appropriate transfer modality (food, cash or vouchers) for the different programmes and locations
- Support the VAME team in the review/formulation of monitoring systems and reporting tools; Assist in the geographical targeting of operations
- Oversight the cooperating partner selection process, ensuring transparency efficiency; Ensure cooperating partners’ project proposals are timely submitted to the Resource Allocation Committee (RAC) with well justified recommendations Ensure cooperating partners key performance indicators are timely collected and taken into consideration in the decision-making process
- Verify the quality of programme implementation through regular field visits and meeting and provide timely feedback
- Responsible for FO staff capacity building in the 3 PA.
- Ensure Productive Assets Creation projects are well designed and include a strong software component (utilization, maintenance and market integration).
- In collaboration with the Donor Relations Communication and Reports unit, document and disseminate best practices. Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and scope of programmes
- Supervise other programme staff; provide training and technical guidance in their work including development and evaluation of individual work plans/performance
- Act as the Officer in Charge in the absence of the Head of Field Office.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English language and Shona and/or Ndebele
Knowledge: Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- At least 6 years of progressive professional experience in commerce, development, administration or food aid support.
- Has gained experience in implementing technical programs (i.e. nutrition, etc.).
- Has implemented programmes and provided input into designing operations.
- Has provided input into policy discussions and decisions.
