JOB PURPOSE
The position exists to ensure the timeous acquisition of goods, services and works in a manner that ensures value for money. The position ensures that procurement is done in line with the Public Procurement and Disposal of Public Assets (PPDPA) Act (Cap. 22:23], Procurement Regulations S.I. 5 of 2018 and the POTRAZ Procurement Policy.
The incumbent shall report to the Supply Chain Manager.
DUTIES AND RESPONSIBILITIES
⦁ Executes the day-to-day operations of the Procurement Management Unit (PMU).
⦁ Prepares to bid documents and other related documents for Domestic Competitive Tenders for the procurement of goods, services, and works for the Authority and ensures compliance with the Public Procurement and Disposal of Public Assets Act [22;23], Public Procurement and Disposal of Public Assets (General) Regulations and the POTRAZ Procurement Policy and Manual.
⦁ Prepares Requests for Quotations (RFQs) and Requests for Proposals (RFPs) for solicitation of quotations/bids for goods, services, and works in compliance with the Public Procurement and Disposal of Public Assets Act [22,23], Public Procurement and Disposal of Public Assets (General) Regulations and the POTRAZ Procurement Policy.
⦁ Evaluates RFQs/RFPs and prepare comparative schedules for approval by the Accounting Officer.
⦁ Provides advisory role in Evaluation Committee meetings and prepares evaluation reports thereof in accordance with the provisions of the Act.
⦁ Assists in the development of the annual procurement plan for the Authority.
⦁ Assists the Supply Chain Manager in the preparation of procurement returns monthly, quarterly, and annually.
⦁ Provides procurement advice to internal clients and key stakeholders.
⦁ Coordinates routinely with other departments to ensure effective and timely coordination and teamwork in procuring goods, services, and works.
⦁ Identifies the best and most relevant method of procurement to be utilized for each procurement requisition assigned.
⦁ Assists in the development and establishment of POTRAZ strategic contracts for goods and services in accordance with legislation, audit regulations, and PRAZ policies and guidelines.
⦁ Works with the business and negotiates contractual arrangements with Suppliers to ensure that value for money and excellent service levels are maintained and optimized across all categories of expenditure.
⦁ Undertakes research and analysis Into the supply market and customer requirements, including gathering information from a variety of sources, analyzing data, identifying trends, and preparing reports, including recommendations.
⦁ Identifies suppliers that satisfy the Authority’s contracting and procurement requirements.
⦁ Develops and maintains effective relationships with Suppliers, internal clients, key stakeholders and industry/regulatory bodies.
⦁ Expedites contract execution and performance to ensure timely performance by Suppliers/Contractors.
⦁ Maintains records of the Authority’s procurement documents from origination to completion.
⦁ Undertakes advisory role in disposal committees.
QUALIFICATIONS AND EXPERIENCE
⦁ A first degree in Procurement and Supply Chain Management.
⦁ CIPS Diploma Level 4 is a must.
⦁ 5 *0″ level passes including Maths and English.
⦁ At least 5 years of working experience in public procurement.
⦁ Class 4 Driver’s license.
