Minimum Qualifications And Experience Requirements

• Membership of a recognised professional body
• A degree in Purchasing and Supply Management or Equivalent.
• At least 3 years’ experience with strong bias towards Public Sector procurement.
• A professional qualification in Supply Chain Management (Chartered Institute of Procurement and Supply Chain Management) is a must.
• Holder of at least a clean class 4 driver’s licence

Duties And Responsibility

• Championing the development and implementation of the Council procurement plan. ).
• Managing all procurement and contracts (tenders)
• Advising the Accounting Officer on all procurement issues
• Determining appropriate procuring methods.
• Preparing bidding documents in compliance to the provisions of the Public procurement and Disposal of Public Assets Act (chapter 22:23)
• Designing the contract specifications and evaluation criteria
• Preparing bid notices and shortlists
• Managing bidding process, bidding meetings, receipt and opening of bids
• Managing the evaluation of bids and any post- qualification negotiations required.
• Supervising the evaluation committee
• Preparing evaluation reports, including contract award recommendations\
