Forestry Commission, an equal opportunities employer, invites suitably qualified, motivated, and experienced individuals to fill the below-mentioned positions that have arisen at its Head Office in Harare. The successful candidate(s) will be reporting to the Director General and should meet the following requirements:

 

 

POST B: PROCUREMENT MANAGER

 

 

This is a senior position which exists to facilitate *transparent, competitive, and expeditious acquisition of goods and services* in a manner compliant with legislation while promoting organizational goals.

 

QUALIFICATIONS, EXPERIENCE, AND ESSENTIAL ATTRIBUTES

 

 

  • A Degree in Purchasing and Supply/Supply Chain Management/Business Studies/Economics or equivalent.

  • A relevant postgraduate degree such as an MBA/MBL or equivalent.

  • Membership of a recognized professional institution.

  • 8 years of relevant experience, 5 years of which should be at a senior level.

  • A clean Class 4 Driver’s Licence is a must.

  • Knowledge of the Public Procurement and Disposal of Public Assets Act and Regulations is a distinct advantage.

  • Results-oriented.

  • Strong financial analysis skills.

  • Mastery in contract negotiations.

  • Excellent communication skills.

  • A strong ethical orientation underpinned by honesty and integrity.

KEY PERFORMANCE AREAS

 

 

  • Responsible for demand planning and supplier portfolio analysis.

  • Plans procurement activities and prepares the annual company-wide procurement plan.

  • Develops and implements procurement policies and procedures.

  • Develops procurement/spend analytics and reporting.

  • Demonstrates competency in PRAZE-GP system management.

  • Displays mastery in evaluating user specifications for complex goods, services, and projects.

  • Competency in developing ethical, socially responsible, and sustainable sourcing frameworks.

  • Monitors and evaluates procurement procedures and recommends alignment with best practices.

  • Ensures efficient, effective, and transparent procurement systems.

  • Trains and advises internal stakeholders on procurement procedures.

  • Responsible for supplier and bid evaluation supervision.

  • Applied knowledge of valuation/costing and Total Cost of Acquisition for financial negotiation.

  • Strong technical competence in drafting supplier/vendor agreements and SLAs per PRAZ regulations.

  • Liaises with the Procurement Regulatory Authority of Zimbabwe (PRAZ) on procurement matters.

  • Advises the Tender Adjudication Committees.

  • Participates in Forestry strategy formulation.

  • Contributes to the budget formulation process.

  • Manages employee performance, discipline, and development in the Procurement section.
