The Procurement Regulatory Authority of Zimbabwe (PRAZ) is inviting applications from suitably qualified and experienced candidates for the following positions that have arisen within the Authority:
PROCUREMENT MANAGEMENT UNIT OFFICERS (2 Posts)
DEPARTMENT: PROCUREMENT MANAGEMENT UNIT (PMU)
Reporting to the Procurement Manager
Duties and Responsibilities:
1.Championing the formulation and implementation of procurement strategies in line with the Public Procurement and Disposal of Public Assets (PPDPA) Act;
2.Prepare and consolidate the Annual Procurement Plan (APP) in line with the entity’s budget and strategic objectives;
3.Managing the entire procurement cycle from preparation of bidding documents to bid evaluation in line with the PPDPA Act;
4.Supervision of the Evaluation Committee on the opening of bids and the adjudication process;
5.Establishing and negotiating contract terms and conditions and maintaining supplier relationships;
6.Producing relevant procurement reports monthly, quarterly, and bi-annually as required by the PPDPA Act;
7.Maintain proper documentation and reporting of contract execution, variations, or terminations;
8.Advise user departments on procurement procedures and best practices;
9.Coordinate the disposal of unserviceable, obsolete, or surplus public assets in accordance with the Act;
10.Ensure asset disposal processes are competitive and transparent;
11.Evaluate supplier performance;
12.Liaise with the Procurement Manager on all procurement matters; and
13.Ensure procurement records are securely stored and retrievable for audit and review.
Qualifications and experience
•Must have a Higher National Diploma (HND) in Purchasing & Supply Management or a relevant Degree in Procurement/Supply Chain Management.
•Good appreciation of the PPDPA Act
•Must have a minimum of three (3) years of working experience in a similar environment.
•Proficiency in IT and e-Procurement Systems.
•Experience preparing bid documents, evaluating proposals, and conducting supplier due diligence.
•An innately inquisitive nature and a robust personality
•Excellent interpersonal, analytical, and organisational skills
•Strong morals and ability to work under pressure.
