Duties And Responsibilities
General Position Summary
The Procurement Assistant is responsible for facilitating the procurement aspects of Mercy Corps’ logistic operation. Working closely with Program, Administration, Finance and Logistics the Procurement Assistant is instrumental in supporting program activities through his/her services.
Essential Job Responsibilities
PROGRAM MANAGEMENT • Daily coordination of MC procurement activities.
• Update On-going PR Master list with all assigned purchase requests
• Has a full understanding of procurement policies and processes
• Assist staff by printing Purchase Requests (PRs) in coordination with Operations Manager; ensuring that PR is given to originator for appropriate signatures
• Collects quotations and bids from the market for PR-s as assigned by manager – as per Mercy Corps standards and formats.

• Interact with Suppliers during collection of quotations – explain Mercy Corps processes and ensure that suppliers will use the provided forms.
• Raise Payment Request for all advance payments to suppliers who insist on cash upfront.
• Interact with vendors, in coordination with Operations Manager; coordinating with Finance department to ensure payments are facilitated in a timely manner
• Ensure fair competition and strictly adhere to MC procurement rules regarding vendor relations
• Prepare the required documentation of supplies and transactions are completed to MC standards.
• Assists procurement and administration management with asset management. Identify assets during the course of procurement ensuring that all assets purchased are recorded.
• Ensure goods are received in accordance with Mercy Corps standards
• Assist in developing and updating Project Procurement plan/ Tracker in consultation with program team
• Update completed PR Master list with all assigned PRs.
• Assist by carrying out administration and logistics duties.
• The Procurement Assistant will conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
• Perform any other duties as may be assigned by the supervisor.

• Ensure compliance with security procedures and policies as determined by country leadership.

Accountability Reports Directly to: Operations Manager
Works Directly with: Program staff and suppliers
Qualifications And Experience
• Bachelor’s degree in Purchasing & Supply Management / Business Administration/ CIPs or equivalent
• Minimum 2 years of working experience in Procurement within an NGO
• A clear understanding of procurement ethics and donor compliance is essential.
• Ability to interact effectively with suppliers
• Valid class 4 driver’s license will be an added advantage. • Good oral and written English skills.
• Good computer skills on MS Office programs, especially in MS Excel.
• A demonstrated ability to multi-task and process information into action as to not delay program activities
