Our client, the Procurement Regulatory Authority of Zimbabwe (PRAZ) is inviting applications from suitably qualified and experienced candidates for the following position that has arisen within the Authority.
DIVISION: MONITORING AND EVALUATION
REPORTING TO THE CHIEF EXECUTIVE OFFICER
DUTIES AND RESPONSIBILITIES
⦁ To lead the formulation of the M&E strategy, which will input into the Corporate Strategy;
⦁ To spearhead the policy framework of the division;
⦁ To champion the vision, strategy, action plans and budgets for the division;
⦁ Leads and coordinates all the activities in monitoring and evaluating Procuring Entities (PEs);
⦁ Leads the controls and methodologies for the compliance, monitoring and evaluation of procurement activities;
⦁ Spearheads the design and implementation of M&E programs that align to global best practice;
⦁ Acts as the technical advisor to the Executive and the Board on compliance matters in relation to the public procurement system;
⦁ Collaborates and builds relationships with Procuring Entities, Government, the private sector and with suppliers;
⦁ Coordinates the linkages and synergies between the Authority and key stakeholders;
⦁ Provides technical oversight on all programs relating to the M&E function;
⦁ Develop matrices in liaison with the Executive to be monitored at national level which feeds into the public policy on procurement;
⦁ Provides guidance in the development of tools that capture and analyses qualitative and quantitative data;
⦁ Guides the Authority through collaboration with other divisions to ensure that the regulatory functions of the Authority undergo continuous improvements;
⦁ Leads all compliance reviews for Procuring Entities and Contractors;
⦁ Proposes compliance levels of different procuring entities in line with the PPDPA Act;
⦁ Allocates resources utilized by the division based on approved budgets;
⦁ Participates in the development and setting of key performance indicators for the division;
⦁ Contributes to the development of the risk matrices that determine the risk profile of procuring entities and to share with partners.
Qualifications and Experience
⦁ Degree in Business Studies I Economics I Supply Chain Management/ Monitoring & Evaluation / Finance / Auditing /Public Administration / Governance / CIPS;
⦁ Special Honors degree in Monitoring and Evaluation is an added advantage
⦁ A relevant Master’s Degree;
⦁ Membership to a relevant professional body
⦁ At least 5 years working experience in a senior management role
⦁ Clean class 4 driver’s license.
