Location: Head Office

PURPOSE OF THE JOB

The position exists to provide technical support to Air Navigation Services through
management and maintenance of Communication Navigation Surveillance / Air
Traffic Management (CNS/ATM) systems and facilities in order to achieve safety and
regularity of civil aviation in compliance with ICAO Standards and Recommended
Practices (SARPs).

Duties and responsibilities

Technical Planning:

• Assess the requirements of the Sections and advise the Technical Services
  Manager in order to allocate resources that enable adequate support to be
  provided to customers.
• Plans and schedules maintenance in order to cost effectively maintain the ANS
  equipment while ensuring minimum disruption of work throughout the airspace.
• Ensures minimum downtime and optimum usage of ANS equipment by
  planning maintenance of all equipment and training of ANS maintenance staff.

Provision of technical services:

• Ensure that CNS/ATM equipment is adequately maintained and calibrated for
  accurate measurements.
• Determines requirements for spare parts and supplies, and ensures that
  adequate approved stocks of spare parts and materials are maintained
• Takes charge of installation of new equipment and systems, ensuring technical
  compliance, proper deployment of personnel, tools, and any other relevant
  materials.
• Prepares a schedule for calibration for all measuring and test equipment,
  navigation aid systems and ensures that calibration takes place at the
  scheduled times.
• Manages and directs preventive maintenance and repairs of all
  Communication Navigation Surveillance / Air Traffic Management (CNS/ATM)
  systems.
• Ensures that all appropriate logs, records and statistics are maintained
• Conduct technical Audits on equipment to ensure compliance with laid down
  ICAO Standards And Recommended Procedures (SARPs) by carrying out
  regular inspections of all stations and facilities to ensure that correct
  maintenance and repair of facilities installed is done
• Provides advice to the Technical Services Manager on all technical matters
  pertaining to CNS/ATM systems, ANS equipment and staff disposition.
• Ensures that fault reports and statistics are kept and analysed to facilitate
  systems modifications to achieve improved reliability and cost effectivenes
• Prepares instructions concerning maintenance and operation of facilities,safety instructions and ensuring that they are distributed to all sites concerned
• Maintains inventory records of all CNS/ATM systems in the airspace.
• Ensures inventory checks of personal toolboxes and proper usage of tools and equipment is done.

• Human Resource Management:

  • Motivates and develops staff that is dedicated to outstanding performance.
  • Advises management on the department’s labour requirements and ensuring
    prompt staff development.
  • Implements the performance management system to ensure that the required
    standard and capacity is achieved.

  Coordination of training:

  • Plans and monitors on the training and examination of technicians to ensure
    that appropriate skills for technical services are gained.

  Qualifications and experience

  • A relevant degree in Electronics or Telecommunications Engineering from a
    recognized and reputable university.
  • Minimum of 8 years’ experience in installations, maintenance and repair of
    CNS/ATM systems;
  • 4 of which should be at supervisory level.
  • Proven experience in maintenance management of CNS/ATM systems
