ORGANIZATIONAL CONTEXT

The position is based at the WFP Warehouse in Harare and reports directly to the Head of Supply Chain .

The job holder is expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for WFP. The job holder is able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

Under the direct supervision of the Head of Supply Chain and / or Logistics Officer, the job holder will provide support to supply chain operations and activities to ensure effective and efficient delivery of commodities to people assisted for all delivery modalities. Supervise warehouse staff, to ensure high level performance standards are maintained. Coordinate and liaise with partners of service provision on receipts, storage and dispatches of their items.

 

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized and technical support to logistics operations and activities at the warehouse, following standard processes and contributing to the effective delivery of food assistance to the people assisted

2. Ensure good warehouse inventory management, addressing any existing and developing issues with regards to proper stocks management and standard procedures for commodity handling and storage

3. Oversee safeguarding of food commodities and non food items through providing guidance on and taking initiative on impelentation of preventive measures, to ensure that commodities/non food items are kept in good condition and that quality control actions are initiated as appropriate

4. Ensuring that internal control systems are functioning and that all relevant records are maintained, performing regular checks on the condition of the commodities and ensure FIFO / FEFO principles are applied

5. Coordinate with stakeholders and partners of logistics service provision to ensure proper WFP standards and procedures on receiving, storage and handling of food commodities, ensuring adeaquate storage facilities are available as per contract

6. Perform audits and quarterly physical stock verification with service provision partners

7. Allocate transporters for all dispatch plans based on the approved loads allocations and ensure trucks are mobilised for loading on time

8. Support gathering market intelligence, vendor assessments (e.g. transporters, retailers) to support vendor selection process

9. Supervising and leading staff

 

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education, supplemented by a technical or university degree in a field related to logistics or transport activities.
Language: Fluency (level C) in both oral and written communication in the English language. In addition, fluency in Shona and or Ndebele

OTHER SPECIFIC JOB REQUIREMENTS

  • Demonstrates ability to implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through the corporate systems and ensure loss mitigation.
  • Demonstrates ability to design basic supply chain networks, including appropriately assessing and escalating challenges to ensure that WFP is able to provide consistent and uninterrupted service to its beneficiaries and partners.
  • Ability to interpret and analyse a wide variety of supply chain issues and statistical information, and to maintain accurate and precise records.
  • Ability to communicate in a team with people from different nationalities, cultural and ethnic backgrounds.
  • Ability to work systematically, use initiative, good judgement, and to communicate complex matters both orally and in writing.
  • Ability to use good judgment in dealing with unforeseen problems on a daily basis.
  • Ability to adapt and contribute to the development of standard operating procedures and processes in order to continually improve the level of service.
  • Ability to manage resources as well as manage and coordinate a team of warehouse staff.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience:

  • At least 5 years of practical commercial/professional experience in one or more of transportation and ancillary sectors, port operations, shipping, clearing and forwarding, large scale road/rail transport and distribution management.
  • Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock.

Required Knowledge &Skills:

  • Experience utilising computers, including word processing, spreadsheet and other software packages,
  • Good analytical and technical skills,
