LICENSING MANAGER
Location: Pockets Hill, Highlands, Harare
The Zimbabwe Broadcasting Corporation (ZBC), the country’s public broadcaster, invites applications from suitably qualified and experienced professionals for the position of Licensing Manager.
Reporting directly to the Head Licensing, the Licensing Manager will be responsible for overseeing and driving revenue collections from radio and television licence fees in the country. This role ensures effective administration, monitoring, and enforcement of licensing compliance, while strengthening operational efficiency and customer service. The manager will also play a pivotal role in modernising collection systems, reducing revenue leakages, and enhancing stakeholder engagement to maximise licensing revenue for the Corporation.
Key Responsibilities:

Oversee nationwide radio and TV licensing revenue collection operations, ensuring targets are met.

Develop and implement strategies to improve licence uptake, compliance, and renewals.

Investigate and resolve discrepancies, variances, and potential revenue leakages.

Introduce and manage self-service platforms, mobile money, and digital payment systems for licence payments.

Coordinate with internal audit and finance teams on spot checks, reconciliations, and compliance reviews.

Build strong relationships with regulators, partners, and the public to improve licence compliance.

Monitor daily, weekly, and monthly revenue collections, reconciling performance against set objectives.

Supervise licensing officers, cashiers, and inspectors, ensuring adherence to standard operating procedures.

Liaise with provincial licensing offices to strengthen revenue collection and improve operational efficiency.

Build strong relationships with regulators, partners, and the public to improve licence compliance.
Qualifications and Attributes:

Bachelor’s degree in Finance, Business Management, Marketing or equivalent.

Master’s degree in related field is an added advantage.

At least 3 years’ experience in revenue collection, licensing, compliance enforcement, or regulatory enforcement environment.

Experience in managing field operations, or compliance inspections, is an added advantage.

Strong knowledge of financial systems, licensing frameworks, and compliance requirements.

Knowledge of ZBC licensing regulations.

Strong understanding of budgeting, cost control and resource allocation.
