ENVIRONMENTAL MANAGEMENT AGENCY (EMA) POSITION: INFORMATION TECHNOLOGY OFFICER Station: Head Office Reporting to the Head – Information and Communication Technology, the incumbent will be responsible for the design, development, and enhancement of ICT solutions to improve organizational efficiency while providing support for the Agency’s ICT infrastructure, systems and end-user services in line with EMA’s digital transformation objectives.

Key Responsibilities

  • Maintain and upgrade existing systems as required.
  • Support and troubleshoot ERP system (Acumatica) issues in liaison with the ICT team.
  • Assist with system backups, data integrity checks, and disaster recovery procedures.
  • Collaborate with the ICT team to resolve issues and ensure solutions are viable and consistent.
  • Assist in the rollout of new ICT projects and digital platforms.
  • Design and deploy environmental management database systems with high availability.
  • Guide the design, development and documentation of the Agency’s data repositories and information systems.
  • Oversee and manage data ingestion from external sources such as partner databases and mobile data collection tools while maintaining security and data integrity.
  • Maintain accurate documentation of backups carried out on the Agency’s ICT systems.

Requirements

  • A first Degree in Information Systems, Computer Science or an equivalent relevant qualification.
  • Proven ability to develop software applications using PHP, Java, ASP.NET, C#, Delphi, C++, and Python.
  • Knowledge of mobile application development using technologies such as Android Studio, Swift, Xamarin, JavaScript and AngularJS.
  • Knowledge of software engineering principles including: * Agile Software Development * Software Frameworks * Networking/Network Protocols (TCP/IP, UDP)
  • Hands-on experience working with Oracle, PostgreSQL or MySQL, Star Schema and other advanced database designs.
  • Professional certification in Programming or AI Fundamentals is an added advantage.
  • At least three (3) years’ experience in a similar working environment.
  • Good interpersonal skills.
