Key Responsibilities
- Develop and maintain enterprise-wide risk analytics frameworks, dashboards, key risk indicators and risk intelligence reporting tools.
- Design and implement analytical models to support risk identification, measurement, monitoring and reporting.
- Monitor internal and external business environments to identify emerging strategic, operational, financial, compliance, technological and reputational risks.
- Apply statistical analysis, predictive analytics, scenario analysis, stress testing and quantitative risk assessment techniques.
- Conduct trend analysis and horizon scanning to identify emerging risks and opportunities.
- Champion standardisation, automation and continuous improvement of risk data management processes.
- Establish and maintain risk data governance standards.
- Develop and maintain risk dashboards and management information reports.
- Prepare periodic reports for Executive Management on the Authority’s risk profile and emerging risks.
- Manage individual and team performance.
- Build risk analytics awareness through training and stakeholder engagement.
- Install Oracle, Linux and other software used by ASYCUDA.
- Administer and monitor SQL Server databases.
- Validate and restore backups.
- Resolve database incidents and investigate recurring issues.
- Design and implement permanent fixes.
- Maintain database inventories, licences and configurations.
- Validate patch schedules and enforce secure baselines.
- Allocate server memory and storage.
- Create database users and manage database naming conventions.
- Provide first and second level support for Customs & Excise applications including ASYCUDA, ECTS, Single Window and eTIP.
- Diagnose and resolve application incidents and service requests.
- Manage support tickets and communicate updates to stakeholders.
- Monitor application performance and system health.
- Implement application patches, updates and configuration changes.
- Test and validate system updates before deployment.
- Maintain system documentation and operational procedures.
- Ensure compliance with ICT governance frameworks and security policies.
- Support disaster recovery and business continuity processes.
- Collaborate with development, infrastructure and third-party vendors.
- Prepare support reports and recommend process improvements.
- Provide user training and maintain knowledge base articles.
Requirements
- Bachelor’s Degree in Risk Management, Finance, Mathematics, Statistics, Accounting, Economics, ICT or a related business discipline.
- Minimum five (5) years’ postgraduate experience in Risk Management and/or Data Analytics.
- Supervisory or management experience will be an added advantage.
- Professional certification such as FRM, CRISC, CERM, CRMA, CIA, CISA, CFE or equivalent is mandatory.
- MBA or Master’s Degree in a related field is an added advantage.
- Experience in Customs, Domestic Taxes or a tax environment is an added advantage.
- Bachelor’s Degree in ICT, Computer Science, Information Systems or related discipline.
- At least two (2) years’ relevant experience.
- Oracle Certified Professional (OCA/OCP Database Administration) is mandatory.
- Oracle Cloud Foundations and Oracle Autonomous Databases certification.
- Oracle Data Guard training or certification.
- RHCE certification for open systems exposure.
- CompTIA Database+ certification.
- ISO/IEC 27001 Lead Auditor or Lead Implementor certification.
- Knowledge of Customs & Excise or trade systems is an added advantage.
- Clean Class 4 Driver’s Licence is mandatory.
- Bachelor’s Degree in ICT, Computer Science, Information Systems, Engineering, Accounting Information Systems or equivalent.
- Minimum two (2) years’ experience supporting enterprise business systems.
- Experience troubleshooting enterprise applications.
- Knowledge of ITIL incident and problem management is mandatory.
- Experience working with ICT teams, business users, vendors and external partners.
- Ability to produce operational documentation and reports.
- Knowledge of Customs & Excise or trade systems is an added advantage.
