Job Title : Finance and Administration Officer
Reporting to : Accountant
Position Summary
Reporting to the Accountant; The Finance and Administration Officer will provide adequate finance, human resources, and Admin functions to the program, adhering to the finance, HR, Admin, and all other related policies and procedures.
Key Responsibilities
Financial Support to the programs team:
• Data capture from source documents into the Pastel before production of trial balance & all financial statements.
• Assisting the Accountant to prepare income and expenditure statements and management reports for the office and for donors.
• Preparing monthly bank reconciliation statements
• Maintaining a sound filing system for all accounting documents and carrying out any other finance duties as delegated by the Accountant.
• Compilation & consolidation of budgets at the district level
• Originating organizational payment requests in accordance with organizational procedures and donor requirements
• Checking appropriate documents for payments
• Ensuring timely and correct liquidation of programs advances
• Verify in the field the presence of staff to be paid.
• Monitor use of cash float and ensure funds are utilised in line with the cash float policy.
• Review all cash float documents and recommend replenishment.
• Carry out regular cash float spot checks.
• Ensure financial procedures and policies are always adhered to.
• preparing journals for expense allocation and carrying out staff accounts reconciliations regularly
• Ensure all float accounts are cleared before closing the monthly cash book.
• Work with Accountant in the month end accounting close processes
• Assists in the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
• Assist the Accountant in responding to audit inquiries and Donor financial monitoring reviews.
Human Resources support to the field team:
• Offer support on all field related HR deliverables.
• Support in ensuring all HR related documentation to and from HR is forwarded to and received by relevant personnel or stakeholders on time.
• Collate identified field level staff welfare and HR issues and share with HR.
• Submit periodic reports on all matters related to HR.
• Ensure time sheets are completed and submitted on time to Country Office HR each month.
• Verify the timesheets and reports from field ensuring completeness and correctness.
• Following up on leave requests forms for submission to HR.
• Make constant contact with the Program team leads ensuring that leave forms and any documentation justifying staff absence is in place,
Administrative Support to the Programs at the District level
• Look for quotation and venues for training sessions.
• Raise and update assert registers at district level.
• Continuously raise and update the procurement request.
• Assist in distribution of materials.
• Support the generation and follow up of vehicle request and the vehicle log books.
• Manage fleet and scheduling of vehicle service and repairs.
Qualifications And Experience
Requirements
• Higher Diploma or Degree in Finance; CIS; ACCA or related
• 3 years of work experience in a finance & administration environment.
• Knowledge of USAID rules and regulations
• Mature and able to provide guidance to programs and lead teams.
• Meticulous with figures
• Honesty and integrity
• Proficiency in usual desktop software (MS Word, Excel, Outlook) a requisite and website management.
• Experience using SAGE evolution an added advantage.
