Applications arc invited from suitably qualified persons to fill the following position that has arisen within the Environmental Management Agency (EMA) – an equal opportunity employer:
Grade D5
Station: Head Office
Reporting to the Director Finance and Administration, the job holder will be charged with the responsibility of managing the Agency’s finances, assets and materials ensuring uninterrupted flow of business.
Duties and Responsibilities Entail:
⦁ Mobilising and monitoring the use of financial assets and other resources.
⦁ Planning and maintaining adequate liquidity of the Agency.
⦁ Ensuring all goods and services sold by the Agency are economically priced.
⦁ Establishing and implementing a dynamic, effective and efficient revenue collection and debt recovery system.
⦁ Instituting budgeting, accounting systems and procedures that comply with Audit, Public Finance Management Act, Treasury Regulations, Parastatals Policies and other statutory provisions.
⦁ Coordinating the production of externally audited accounts every year.
⦁ Implementing the strategy for Finance and Administration department to ensure optimum utilisation and disciplined approach to business.
⦁ Appraising capital expenditure proposals and making recommendations to the Director Finance and Administration.
⦁ Coordinating the preparation of monthly, quarterly, annual and ad hoc accounting and financial reports e.g. creditors, PS1P, tax returns and scheduled reports.
⦁ Fostering the development and implementation of effective policies, procedures, internal checks and control systems to ensure efficiency and minimise fraud and abuse of financial resources, assets, equipment and vehicles.
⦁ Making recommendations for policy formulation in consultation with the Director Finance and Administration.
⦁ Managing the Agency’s assets and ensuring efficient and effective service delivery and support services such as Records Management and Transport.
Qualification, Experience and Competences:
⦁ A Bachelor’s Degree in Accounting, Finance or any other equivalent relevant degree.
⦁ Post graduate qualification e.g. CA, ACCA, MBA/ MBL.
⦁ Member of a relevant professional body.
⦁ At least five years relevant experience in a similar position.
