Summary
The Executive Director will take leadership in the coordination and implementation of the Country Family Planning Programme as mandated by the Zimbabwe National Family Planning Act, 1985 (Chapter 15:11). He I She will initiate the development of corporate strategies and implementation plans for Family Planning (FP) and related Sexual Reproductive Health and Rights (SRHR) programmes. He/She will spearhead the sourcing for and ensuring the adequacy of financial, material and human resources required for the effective pursuance and accomplishment of desired organizational goals. The Executive Director will establish and maintain close liaison with the Board, donors and related institutions in promoting family planning objectives and provide guidance to the Council’s top Management Team.

Strategic Planning
Controls and coordinates the development of long-term plans aimed at popularizing and promoting the provision of adequate and suitable family planning services and facilities in the country.
Initiates the formulation and implementation of plans for family planning and sexual reproductive health programmes and other community development activities related to primary health care in liaison with other institutions.
Mobilize the provision of adequate financial and material resources required for the implementation of Council Objectives in consultation with the Council’s management team

Managerial Responsibility
Attends quarterly Board meetings to present the Council’s operational plans, achievements and constraints
Conducts weekly consultative meetings with the top Management Team to review and advise on issues pertaining to all operations of Council.
Reviews and updates corporate plans, policies and procedures on a regular basis
Holds regular consultative meetings with donors to update them on progress and challenges in the implementation of projects and canvass technical assistance and material support
Monitors cost control and reviews the Council’s operational budget performance quarterly
Exercises general authority over the general conduct, performance and discipline of Council employees.
Conducts annual performance appraisals and provides continual feedback to subordinates for performance improvement.

Qualifications and Experience

Bachelor’s Degree in Social Sciences or Medical Degree
Master’s Degree in Public Health, Strategic Management, Population and Demography, Business Leadership or Business Administration or equivalent
At least 10 years managing a Public Health Institution at senior management level
Experience in dealing with stakeholders like government departments, parastatals and financial institutions and both national and international donors
