Background of ProjectWizEar is a local Non-Governmental Organization (NGO) whose main aim is to provide ear and hearing care services by complementing the efforts of the Government of Zimbabwe. Its main objective is to improve the quality of life of people by addressing the challenges of the most vulnerable and marginalized in society and is committed to pursuing policies that address root causes of poverty. WizEar has been operating in Zimbabwe since 2013 and has a long standing partnership with Christian Blind Mission (CBM) which funds some of the ear and hearing health programmes in Zimbabwe.
Description of the projectThe World Health Organization (WHO) estimates that hearing impairment affects 9% (391,830) of Zimbabwean children aged below 15 years and 5% (391,830) of Zimbabwean adults aged above 15 years. However, few people have access to ENT services, which were offered at only two central hospitals countrywide prior to the inception of this project. The absence of pediatric ENT expertise in Zimbabwe worsened the quality of services delivered to children. Similarly, the absence of a national strategy to guide the rolling out of ENT services has stifled development in this field of public health. From 2016, therefore, WizEar with funding (EUR 659,950) from CBM –BMZ undertook to implement the project on “Prevention of childhood hearing impairment through strengthening ENT services in Zimbabwe” through six provincial hospitals and one central hospital. The project aimed to address particularly childhood hearing impairment in order to enable emerging generations of Zimbabweans to realize their full life potentials.
Its key activities included the following:Erecting a model dedicated and qualified pediatric ENT clinic at Harare Children’s Hospital (HCH); Training medical and clinical staff at HCH and six provincial Hospitals in pediatric ENT skills; Acquiring and installing ENT diagnostic devices for HCH and six provincial hospitals, leading to the delivery improved ENT services at these; Training of medical staff at HCH and six provincial hospitals in Otology; Supporting the development of a national plan for the prevention of hearing impairment
Evaluation Objective, Scope and Intended UseThe objective of the evaluation is to assess the project’s performance in fulfilling its planned objectives as measured by its outcomes, sustainability and impact over the implementation period. The evaluation should provide lessons from the project’s experiences and recommend strategies for enhancing the sustainability and momentum of the project.
Scope of the evaluationThe end line evaluation should provide information for the entire implementation period (1 August 2015 – March 2019) for Harare Children`s Hospital and the 6 provincial hospitals for Masvingo, Manicaland, Mash Central, Matabeleland North, Matabeleland South and Midlands.
Data for the study will be obtained from reports, CBM staff, WizEar personnel, MoHCC officials at National and Provincial Hospitals, project beneficiaries and the community.
Target audience and intended useThe consultant is expected to provide a comprehensive report that summarises the achievement and challenges in light of the set objectives in the identified provinces to inform future implementation and planning of ear and hearing care in Zimbabwe. Evaluation results will be shared by the consultant during a stakeholder meeting/workshop and the final report will be distributed by WizEar in collaboration with the MoHCC and CBM who are the main stakeholders in the project. The report will also be shared with Persons with Disabilities through their representative boards for their own learning.
This means that the report needs to be drafted in the most accessible format and there might be a need for a simple language summary, a one-pager or a poster with graphics that can be used with communities. Details will be discussed with the selected consultants.
Evaluation QuestionsHas the project fulfilled the set objectives? / Is the project significant in terms of impact, outcomes and sustainability? / What are the enabling factors and barriers responsible for the project’s positive and negative performances? / What are the lessons from the project’s experiences?
Evaluation specific objectivesTo describe ear and hearing health services offered at HCH and the 6 provincial hospitals of Masvingo, Manicaland, Mash Central, Matabeleland North and South as well as Midlands as set out in the project proposal; Document lessons for sharing and replication/scaling up
GenderThe evaluation will collect and analyse data on gender aspects that relate to the implementation of the project and report on this. The data collected must be disaggregated according to gender and age. Special care should be taken to ensure equal participation of males, females, adults/children including persons with disabilities who could have accessed services provided.
Child SafeguardingWizEar is committed to ensuring that its activities do not bring any harm to children. As the project dealt largely with children the consultant is therefore expected to abide by WizEar`s Child Safeguarding policy and adhere to child safeguarding ethics during the entire evaluation process where children are involved. This means that the methodology has to be adapted for work with children and their parents. It further means, that the consultant shall analyse in how far a child-safe environment has been provided in the health centres and what other practical safeguarding measures have been used.
The consultant will be required to sign the guiding WizEar Child Safeguarding code of conduct together with the contract. CBM’s consent forms for interviews have to be used throughout.
Deliverables (consultant)Detailed methodology of the evaluation, incl. evaluation matrix, data collection tools and time schedule, developed in close consultation with CBM and WizEar; A final workshop with main stakeholders; A final report according to CBM standards (a template will be provided) incl all annexes; Some presentation material in accessible format for use to share learnings with communities, parents and children.
MethodologyWizEar will engage a consultant who will be expected to develop a detailed research methodology based on the objective of this evaluation, the project log-frame and expected outputs in partnership with WizEar and the CBM Country Office. It is a requirement for the consultant to ensure involvement and input of Disabled Peoples Organizations in the development of the methodology and where possible, as part of the evaluation team or as respondents.
Stakeholders to be included in the investigation areMinistry of Health and Child Care staff members at National office; WizEar staff members; CBM CO staff; Beneficiaries of the project e.g. boys and girls and their parents; Community leadership; Provincial Medical Directors and staff trained by the project.
Possible data sources include:Ministry of Health and Child Care records; WizEar reports and records; CBM reports
LimitationsThe time allocated for the whole evaluation process that includes the submission of final report will be 23 working days.

Commissioning responsibilityWizEar will commission the evaluation study and will be the key focal point for all communication to and from the consultant. CBM and the MoHCC will review and provide input into the proposed methodology and with draft and final reports produced by the consultant.
Evaluation TeamThe consultant shall be expected to have the following skills and competenciesEducation: An advanced degree in Public Health or Development Studies.Experience: Hands-on experience in participatory methods, and in conducting rights-based evaluations that include all kinds of stakeholders; Experience in at least 8 evaluationsCompetencies: Excellent communication skills; both written and verbal in English; Extensive knowledge and expertise on ear and hearing health care programs; Solid methodological and research skills; Ability to deliver quality reports / analysis and results in line with established deadlines; Gender expertise and sensitivity to disability issues; Advanced level skills on Microsoft Applications (word, excel, power-point)
Expected ResultsThe consultant will be required to produce a summary of findings in any accessible format and a final evaluation report in Microsoft Word formats. The Consultant is expected to abide by the CBM Digital Accessibility Toolkit in the production of these outputs.
