DEPUTY REPRESENTATIVE, HARARE, ZIMBABWE, P4 – Unfpa

Key Responsibilities

• Assess and address implications of national trends on UNFPA work in the country.
• Consult with Government, civil society and relevant stakeholders on national priorities.
• Develop and manage the Country Programme focused on SRH&R, with enablers of gender equality and population dynamics.
• Recommend areas of assistance based on demographic and socio-economic data and national population policies.
• Oversee and direct technical assistance to partners and stakeholders.
• Develop new programme options and project models in substantive areas.
• Oversee monitoring and evaluation programmes and strategic interventions.
• Prepare programme and financial progress reports and feedback to donors.
• Promote knowledge sharing with country operations, partners and the Regional Office.
• Oversee responses to HIV/AIDS and humanitarian emergencies.
• Implement strategies for capacity building at country level.
• Create an enabling environment for implementation of the ICPD agenda.
• Provide technical, material, financial and political support to strengthen national capacity.
• Support national capacities to monitor, evaluate and learn from capacity development initiatives.
• Advocating for the ICPD agenda with national institutions and other UN agencies.
• Promoting South-South cooperation.
• Creating and maintaining partnerships.
• Maintaining a continuous flow of information with government and donors.
• Advocating for organizational goals in population and development, sexual and reproductive health, and gender.
• Participating in UN Common Country Assessment and UN Development Assistance Framework exercises.
• Participating in sector-wide approach activities in the health sector as appropriate.
• Support the UNFPA Representative in the overall management and accountability of the Country Office.
• Participate in annual work planning and monitor implementation.
• Support resource allocation and ensure efficient use of resources.
• Assist with resource mobilization.
• Support the management of human and financial resources.
• Supervise international and national programme staff.
• Develop and guide an integrated approach to Country Office operations.
• Support staff accountability, learning and career management.
• Maintain a harmonious working environment.
• Develop and manage UNFPA’s internship and young professional programme.
• Support the establishment of a Country Office security strategy and plan.
• Ensure an ethics-based approach to management of human and financial resources.
• The Deputy Representative also serves as Officer-in-Charge in the absence of the UNFPA Representative.

Requirements

• Applicants should have a Master’s Degree or advanced university degree in: Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, Other related fields
• Candidates should have: At least 7 years of increasingly responsible professional experience in development and population activities, including programme designing, appraising and management.
• Proven ability to lead and manage teams to achieve demonstrable results.
• Demonstrated ability to refine programme design to align with organizational objectives and national priorities/capacities.
• Excellent written and spoken English communication skills.
• Strong interest in development work, particularly the mission of UNFPA.
• Dedication to the principles of the United Nations.
• Field experience is a strong asset.
• Fluency in English is required.
• Working knowledge of another official UN language is desirable.
• Proficiency in current office software applications is required.
