Desired Qualifications and Essentials

The applicant should be a holder of a relevant Doctor of Philosophy Degree. Master of Business Administration Degree and a Bachelor of Accountancy Honours Degree from reputable and recognised institutions. He/she should also be a Registered Chartered Accountant and Certified Public Accountant. A Chartered Financial Analyst qualification will be an added advantage. The applicant should be conversant with Information Technology Skills such as Pastel evolution, Paynet and Belina

Duties and Responsibilities

The duties of the Deputy Bursar, Planning and Specific Funds shall include
• Co-ordinating the Planning process Spearheading the preparation of Capital and Recurrent Estimates including monitoring and controlling of the same estimates.
• Compiling the University’s Five-Year Plan which has to coincide with Five Year National Development Plan
• Appraisal of projects/proposals emanating from Faculties and Departments to ensure consistency with the goals and objectives of the Development Plan.
• Liaising with departments and faculties with respect to provision of income and expenditure data relating to the planning and implementation of projects.
• Reviewing and monitoring University’s operations, systems, finances and growth.
• Maintaining liaison between Government and the University on budget issues
• Ensuring compliance with Procurement Regulatory Authority of Zimbabwe procedures and financial regulations of UZ
• Ensuring optimal levels of inventory are maintained for each category of stocks to avoid disruption of operations in the Institution.
• Ensuring all inventory items are recorded on receipt and issue and that an up to date record of balances is maintained.
• Control of all Research Board Project Accounts including payment approvals and authorisation of payroll and other expenditures
• Supervision of the Planning and Specific Funds Departments to ensure operational efficiency and effectiveness.
• Control of all specific fund projects accounts including authorisation of project expenditures and approval of payments
• Preparation of annual Project Financial Reports
• Secretary to Committee Meetings to be advised
• Any other assignments delegated by the Bursar
