JOB DESCRIPTION

Agricultural Research Council (ARC), a parastatal in the Ministry of Lands, Agriculture, Water and Rural Resettlement, seeks to fill the position of Chief Executive Officer. The incumbent will serve an initial 5-year term contract renewable for a second term subject to satisfactory performance.

Duties & Responsibilities

1. Develop quality business strategies and plans aligned to the short-term and long­term objectives of the Council
2. Provide oversight on scientific, technical, strategic interventions and all operations.
3. Provide Leadership that drives a result oriented managerial team to spear-head innovations supporting agricultural research and development on value chain priorities.
4. Strengthen the association of the National Agricultural Research System (NARS) with private sector players for mutual benefit.
5. Build trust relations with key partners and stakeholders and act as a point of contact forthe Council.
6. Enforce and safeguard the role of the Council as the main repository of overarching Agricultural Technology and knowledge resources
7. Mobilise resources for investment into Human Capital development, infrastructure, and materials in the NARS, for the continued influenceofthe Council.
8. Lead the generation of evidence in support of R&D inputs into Agricultural policy and practice
9. Publicise and share key national R&D developments and white-paper concepts to address stakeholder concerns.

Requirements: Educational Qualifications

• Minimum of a Master’s degree in an agricultural sciences or its equivalent
• Professional development courses on Agricultural Research Management
• A PhD will be an added advantage

Experience

• Proven knowledge of corporategovernance and general management best practices
• A profile of own research work with publications in peer reviewedjournals
• Proven track record in programs and projects management.
• A minimum of 5 years of experience in a senior management position.

Other Essential Skills

• Negotiation skills for mobilisation of research funds
• Ability to analyse and interpret the national agricultural policy environment
• Sound computer literacy in R&D data and databases utilities
• A team builder and player with acute communication and leadership skills
